Management Sciences for Health (MSH) seeks a Digital Health Advisor for a 5 -year USAID-funded Accessible Continuum of Care and Essential Services Sustained (ACCESS) program in Madagascar. The purpose of the program is to build the capacity of Ministry of Public Health (MOPH) actors at the district level and below in all districts in the implementation regions, to design, develop, manage, deliver, monitor and evaluate health services and programs in their catchment areas. The activity will also engage with regional health authorities with limited interventions to ensure coordination, planning and effective management of health activities in their districts. Work at the national level will focus on informing policy, guideline development, as well as advocacy on key health service delivery issues. ACCESS will work to improve the clinical skills and health governance skills of primary health care providers to deliver high quality, accessible preventive and curative health services. To expand the reach of the public health system, the activity will work to improve the skills and motivation of community health volunteers to deliver quality health services and ensure they work under the supervision of their respective CSB. Finally, ACCESS will promote positive health behaviors, including care seeking behaviors in the target communities through a comprehensive and contextualized social and behavior change (SBC) approach and improve the capacity of the MOPH and local institutions to design, implement, and monitor and evaluate SBC activities.

OVERALL RESPONSIBILITIES

The Digital Health Advisor will provide support to day-to-day operations of digital health interventions for ACCESS program and be responsible for planning, designing, and implementation of digital health activities, which include the generation, aggregation and dissemination of health information via mobile and wireless devices to support the project goals and objectives. Key responsibilities will include: providing inputs for specific app development, training for community health volunteers (CHVs) and chiefs of basic health centers (CSBs) in the use of mHealth, and mHealth implementation monitoring. S/he will help in planning workshops and trainings to develop capacity of the service providers and other users in the digital health applications, and monitor and report the outcome and impact of digital health programs supported by the project. In addition to digital health activities, s/he will be responsible for design and implementation of all evaluation of digital health applications.

Specific Responsibilities

  1. Maintain and update, as needed the existing mobile health applications and systems on the selected areas, e.g. Monitoring treatment adherence, referrals and follow-up on side effects, patient education, stock management, and duty provider compliance, contact tracing, etc.
  2. Support the scale up the use of mHealth applications by CHVs through CommCare to facilitate CHVs’ use of job aids, communication with their supervisor or ACCESS community health coach, alert the CSB or district hospital about a referral and other emergency, and increase data accuracy and reporting promptness.
  3. Support in analyzing digital health data on a monthly/quarterly basis, ensuring data quality and use, and prepare reports to share with project staff and others;
  4. Ensure sustainability of the system (technical, technological, organizational etc.) and help in the implementation of the strategic road map to handover the system to MOPH;
  5. Work with Director of Health Technology to identify potential mHealth opportunities, design, develop, integrate and implement information systems solutions, and provide support on information systems strategies
  6. Develop training/orientation materials, training plans and operational manuals and tools on the selected digital health applications and provide on-site orientations and mentoring support to develop capacity of regional staff, district health managers, CHVs and Chiefs CSBs on their responsibilities and use of the digital health applications;
  7. Contribute to the development of e-learning and other related tools such as online and hybrid courses to allow for more affordable and accessible trainings to remote areas and for cross-learning and knowledge sharing.
  8. Assess, test, troubleshoot, document, upgrade and develop maintenance of communications environments and applications software;
  9. Conduct regular field visits to monitor implementation of mHealth applications, provide on-site and off-site technical support to improve users’ performance and trouble-shooting;
  10. Assist the Chief of Party and other project staff as required in the preparation of quarterly and annual reports.

Qualifications and Experience

  1. Master’s Degree in Management Information Systems/Health informatics, Biostatistics, Public Health, Computer Science or a related field or equivalent studies from a recognized university or institute.
  2. 5 years or more experience in the generation, aggregation, and dissemination of health information via mobile and wireless devices for public health purposes, or in highly relevant related field.
  3. At least three years of experience in developing web-based and/or mobile applications, experience in the use of database management systems is an added advantage.
  4. Experience using CommCare software or other related digital health applications required.
  5. Comfortable analyzing data, writing reports, creating presentations to communicate performance and progress to project.
  6. Ability to analyze data logically and exercise sound judgment in defining, evaluating, and solving intermediate difficult technical and operational problems.
  7. Experience in providing maintenance & trouble-shooting service planning and implementing of mHealth tools.
  8. Strong communication and organizational skills, with the ability to work in a team-oriented, culturally diverse environment.
  9. Training experience and ability to conduct workshops and orientations.
  10. Previous experience working with international NGO, government of Madagascar, USAID and other donor agencies a plus.
  11. Fluency in Malagasy and French required; proficiency in English preferred.
