OBJECTIVES OF THE PROGRAMME
Development and strengthening of health systems in Member States is based on the values and principles of primary health care that includes among others universal coverage, equity, social justice, community involvement and patient centeredness. The major objectives of the department are:
- To develop and strengthen health systems for progress towards universal health coverage in countries that includes strengthening the functions of the health systems – governance and leadership; health care financing; health systems management; health information; and health care delivery;
- To develop human resources related to all healthcare cadres; nursing and allied professions; and educational development including curriculum development, training and fellowships;
- To develop and strengthen health technologies related to various aspects of healthcare including essential medicines, traditional medicines, vaccines, medical devices, laboratories and imaging, and health infrastructure; and,
- To lead effective implementation of priority public health programs and essential public health functions through better performing health systems for greater public health security and to ensure better preparedness and responsiveness of health systems in acute and protracted emergencies and conflicts.
DESCRIPTION OF DUTIES
Under the direct supervision of the Director of Programme Management and overall supervision of the Regional Director, the incumbent will perform the following duties:
- Provides leadership and direction in promoting and supporting the regional health systems development and strengthening agenda based on sound evidence and the core values of WHO, in order to accelerate progress towards universal health coverage.
- Plans, manages and oversees the Departmental Work Plans and monitors implementation of plans and overall performance in terms of priorities set across health systems building blocks.
- Allocates and manages Departmental financial and human resources within the agreed upon policy directives and delegated authorities.
- Advocates for and coordinates initiatives with other Departmental Programs in order to contribute to the achievement of overall strategic objectives and Regional outputs and tasks to ensure adequate implementation of UHC with its various health services.
- Actively engages in giving advice to EMR countries and development partners on key health systems issues and provides options to address these challenges as well as mobilizes resources to support their implementation.
- Engages proactively with the Departments/Units dealing with emergencies and conflicts in the Regional Office to provide effective support for better preparedness of countries and during all phases of the emergencies.
- Works in close partnership with all relevant counterparts, policymakers and other key stakeholders in government and non-government organizations in the EMR countries on critical issues related to the development and strengthening of national health systems.
- Ensures efficient and effective use of human, financial and physical resources through diligent and inspirational leadership and management, by encouraging teamwork and a conductive work environment among staff within the Department and encouraging productive cooperation across WHO/EMRO as and where required.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in medicine or a health related field with Master’s degree in public health.
Desirable: Graduate degree in health Systems.
Experience
Essential: A minimum of 15 years’ experience in national and international health in administrative, supervisory and advisory function, of which at least half is devoted to health systems development and strengthening in developing countries, and at least two years in a Senior position in WHO.
Desirable: Experience in modern management techniques and in WHO technical programme management.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 99,595 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2249 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
