Job Overview:
The South Sudan Advancing HIV & AIDS Epidemic Control (AHEC) Program will operationalize pathways to epidemic control using global 90/90/90 targets for 2020 and 95/95/95 targets for 2030. Program activities will aim to diagnose persons infected with HIV, provide life-saving antiretroviral (ARV) therapy for persons living with HIV (PLHIV), and support retention and adherence to ensure HIV viral suppression to reduce AIDS-related deaths.
Two key objectives are 1) to increase prevention, care, treatment, and retention services for at-risk men, women, children, and key populations, and 2) strengthen the capacity of local partners to prepare them to receive prime funding. AHEC will be required to achieve South Sudan’s annual 90/90/90 targets.
Position Description
The Capacity Building Director will serve as the primary coordinator for, and will be responsible for, oversight and management of sub-grantees’ capacity development. This includes overseeing the capacity-building component of this project, with particular focus on strengthening internal systems and financial management of the sub-recipients, and building their competence in overall program management.
Key Roles and Responsibilities
· Lead the development and implementation of the project’s overall capacity development strategy to strengthen the technical and organizational capacity of country institutions, local organizations, and providers of HIV & AIDS services.
· Responsible for day-to-day monitoring implementation of capacity development activities by mentoring technical teams, ensuring adherence to targets, timelines, budget management, and achievement of objectives.
· Lead the technical and contextual capacity development strategy with tools and approaches tailored towards transitioning local organizations to direct donor funding.
· Monitor potential risks and actively engage with program team on mitigation of risks as they arise.
· Provide innovative solutions to granting needs, especially concerning local partners on the cusp of receiving direct USAID funding for the first time, as well as local organizations receiving USAID funding that need support for increasing their absorption capacity.
· Lead/coordinate strategy development, implementation, and monitoring of all project activities concerning capacity development.
· Support the development and realization of local organizations’ resource mobilization and sustainability strategies.
Required qualifications include:
· Master’s degree in public health, international development, or related field.
· At least eight years of experience providing capacity development technical support to large complex, donor-funded projects in developing countries.
· Extensive experience with capacity building, working in teams/groups, presenting training material, and/or providing coaching and mentoring.
· Excellent facilitation and training skills in a variety of health and organizational development topics.
· Experience successfully preparing organizations to become prime recipients of USG funds.
· Experience conducting organizational capacity and risk assessments.
· Strong interpersonal, oral and written communication skills.
· Professional level oral and written fluency in English language.
· Demonstrated experience in working with high-level government, civil society and donor institutions.
· Prior working experience in South Sudan preferred.
