DIRECTOR, REPRODUCTIVE,MATERNAL, NEONATAL, CHILD, HEALTH, HEALTH SYSTEMS STRENGTHENING.

Location: Uganda
Reports to: Deputy Chief of Party
Amref is recruiting a Director for Health Systems Strengthening (DHSS) for an anticipated 5-year USAID-funded Multi-sectoral Nutrition, Maternal and Child Health Activity project in Uganda. The activity purpose is to strengthen and improve government multi-sectoral leadership, including systems for Reproductive Maternal Neonatal Child Health (RMNCH) and Nutrition. It is expected to support the creation of an enabling environment for functional multi-sectoral RMNCH and Nutrition systems. The DCSS will provide leadership to the project in all aspects relating to the strengthening of the health systems to deliver quality RMMCH and Nutrition services. The primary duties include, but are not limited to, the following:

Key Roles:

  • The Health Systems Strengthening Team Lead will provide high quality technical advice and leadership in HSS for the RMNCHN project.
  • Ensure expanded availability of quality health services by service providers, including ensuring health service working environment that is conducive.
  • Ensure improved quality of the health sector facilities and services. This include addressing the following challenges: incomprehensive and low quality of care; a dysfunctional supply chain for health commodities and low clinical and health management capacity.
  • Steer the collaboration across program technical teams to identify, analyze, formulate, and implement activities to strengthen key systems (logistics, clinical capacity, Continuous Quality Improvement, staff retention, information systems and data management) that support delivery of high quality health services in public and partner private facilities.
  • DHSS to lead and coordinate efforts to strengthen program partnerships to offer comprehensive integrated services
  • Oversee short and long term technical assistance required for the successful design and implementation of HSS activities for the partner IPs and consultants.
  • Coordinate with relevant partners ( MoH, IPs and others) towards addressing HSS gaps in the public and PNFP/or private health sector
  • Devise high quality operational research activities in key health themes within USAID/ RMNCHN program that lead to understanding of HSS in the

Required qualifications:

  • Preferably hold a graduate degree in Medicine, public health or related clinical field. Master’s degree in public health highly preferred
  • 5 years or more of directly relevant work experience in development health programs management, including health systems strengthening management
  • Additional qualifications in institutional capacity building areas (training, quality improvement, systems strengthening) is desired
  • Past exposure and experience working with USAID funded programs in Uganda
  • Ability to carry out facility and systems’ specific assessments and draw plans for systems improvement interventions’ success
  • Excellent analytical and report writing skills
  • Willingness to travel extensively within the Program’s partner districts in
