The position will be based in Bamako, Mali and report to the Chief of Party.

Job Responsibilities:

  • In charge of managing the Administration & Finance Department, the Finance & Admin Director supervises all activities relating to the accounting, financial, management control and general services management of the organization and its related entities such as HR, IT, procurement and Grants.
  • Ensures in collaboration with the accountant the keeping of the accounts of the operation (authorization, imputation, payments of invoices, wages).
  • Monitors, validates and transmits accounting to headquarters on a monthly basis
  • Tracks and budgets expenses
  • Pilots the development and implementation of annual plans in accordance with the strategy and policies
  • Ensures compliance with the budget that has been voted for your department.
  • Participates in the development and analysis of the financial reports for various projects, monthly expenses and coordination of the monthly closing work.
  • Participates in the development and modification of budgets: verify supporting documents, tracking payments and processing transactions in the accounting software.
  • Participates in the management of advances, the monitoring and liquidation of mission advances, workshops, staff, partners and consultants; preparation of salaries, statements of taxes.
  • Participates in partner expenditure analysis work.
  • Work closely with Auditors during statutory, third party and internal audit missions
  • Ensures compliance with legal and administrative deadlines specific to associations; the security of the different sites, data, assets and people; the coherence of internal information systems and the direct supervision of the platform team (HR, IT, Procurement, Grants and Admin)

Minimum Qualifications:

  • A Master’s degree in Finance, Accounting, Business Administration, or related field from an accredited university/college is preferred.
  • At least 8 – 10 years of progressively responsible experience in the accounting and financial field is preferred.
  • At least 5 years of prior experience with USAID financial and administrative management of international projects of similar scope and size required.
  • At least five years of supervisory experience is preferred.
  • Demonstrated experience managing a complex grants program (with sub-grantees and sub-partners)
  • Experience in teaching and/and or capacity building NGO financial accounting and sustainability skills
  • Expertise in USG cost principles, rules and regulations and applying these in program decision-making.
  • Demonstrated experience in supporting and working with program technical staff to ensure resources are used efficiently and to accurately account for expenditures.
  • Exceptional skills in automated accounting systems such as QuickBooks and use of Excel spreadsheets.
  • Excellent record of accurate and on-time reporting to donor agencies.
  • Demonstrated experience and skills in developing and managing large budgets.
  • Experience working as a member of high performance team.
  • Strong interpersonal, writing and oral presentation skills in French and English.
