Chemonics seeks a director of monitoring, evaluation, and learning (MEL) for the anticipated USAID Strategic HIV/AIDS Response Program (SHARP) in Nigeria. SHARP aims to support the government of Nigeria in Bayelsa, Edo, and Lagos states to strengthen service delivery and health systems. Nigerian nationals are highly encouraged to apply. Responsibilities include:

  • Provide leadership and oversight of MEL activities, including data collection, analysis, quality, timeliness, and reporting
  • Ensure design and operation of MEL activities are in line with the USAID evaluation policy lead, and ensure standardization across country programs in indicators, data collection, and reporting
  • Oversee the collection of and reporting on program management, output, and outcome indicators by the country programs
  • Apply adaptive management strategies and facilitate learning activities to support staff to assess progress and continually refine programming
  • Lead the strategy and design of the program’s collaboration, learning, and adaptation activities and oversee implementation
  • Ensure the creation and dissemination of program learning through strategic communication
  • Manage the project’s MEL team and provide technical support to core and in-country teams

Qualifications:

  • Master’s degree in epidemiology, demography, biostatistics, or a related discipline
  • Minimum five years of experience in monitoring, evaluation, and research in health development programs of similar complexity as SHARP in Nigeria or a similar setting
  • Minimum three years of experience managing MEL responsibilities for U.S. government-funded programs
  • Demonstrated knowledge and experience in data collection, analysis, and quality improvement, and quality assurance
  • Excellent communication skills, both verbal and written
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
