About the role

GASWASH is an anticipated five-year USAID-funded contract that aims to expand gender-transformative sustainable access to basic safe drinking water, basic sanitation coverage, and increase uptake of key hygiene behaviors to improve health and household resilience in accordance with USAID/South Sudan’s Strategic Framework.

Contingent upon donor funding and based in Juba, the Director of Operations will collaborate with the senior leadership team to drive the day to day implementation of the programme. S/he will provide day-to-day oversight for operations, facilities, procurement, logistics, grants management and administration for the project. S/he will be well versed in USAID rules and regulations and familiar with operating a large scale programme in a fragile and conflict-affected state. It is expected that the Director of Operations will have a good grasp of the programmatic aspects of the project and must be prepared to step in as needed to support the COP and other project staff staying apprised of the evolution of the local political, legal, security, and socioeconomic situation to support the continuous adaptation and improvement of the project.

The Director of Operations will supervise a large team of project staff and will hold relationships with vendors. Working closely with the Security Manager, the Director of Operations will be responsible for the day-to-day security of all team members of the program, both in Juba and in the field. S/he will carry out daily staff checks and report on critical security incidents should they occur in accordance with USAID/South Sudan’s Partner Liaison Security Office requirements.

S/he will develop, implement and monitor the day-to-day operational systems, processes and performance. S/he will implement tracking and reporting systems for all aspects of operations and will coordinate and oversee all Crown Agents tendering and Federal Acquisition Regulation (FAR)-compliant procurement activities and Automated Directives System (ADS)-compliant grant activities, ensuring strict compliance with internal policies, local laws, and donor regulations.

S/he will build and maintain relationships with all department heads, external partners, and vendors to make decisions regarding operational activity and strategic goals. S/he will also provide capacity-building workshops to improve performance management (for staff, subgrantees, partners, host governments, etc.)

About you

Qualification and Experience Required:

  • Undergraduate university degree in finance, business, accounting, or a related field;
  • Minimum 7 years of Director-level experience supervising and managing USAID-funded programs, preferably cost plus fixed fee contracts and/or WASH programs with construction elements ($20-50MM);
  • Minimum 2 years of experience supervising and managing both short- and long-term expatriate and host country national staff in complex, high-speed and challenging programs;
  • Minimum 5 years of experience in USAID project financial management, contract management, financial reporting, budget and procurement control processes, sub award management procedures and grant management procedures;
  • Proven ability to plan and manage operational process for maximum efficiency and productivity;
  • Demonstrated experience managing a contract involving a grants under contract mechanism to including developing and managing the award of in-kind, small, simplified, fixed amount award, and other types of cash and in-kind grants under contract;
  • Experience with remote management in security-challenged environments;
  • Demonstrated expertise in devising security plans in fragile states;
  • Demonstrated experience collaborating with civil society organizations and attracting investment from the private sector to improve the enabling environment for WASH activities;
  • Demonstrated ability to develop, lead, and manage a diverse team of experts and partners (including direct and indirect reports);
  • Demonstrated ability to lead negotiations, presentations and relationship building efforts with host governments’ institutions, local and international NGOs, and donors;
  • Demonstrated interpersonal skills, strong analytical and problem-solving skills;
  • Exceptional oral and written communication skills are required;
  • English language fluency (oral and written) is required. Arabic language skills are highly preferred; and
  • Previous experience in East and/or Sub-Saharan Africa. South Sudan experience strongly preferred
