PURPOSE OF POSITION:

To provide strategic leadership to WV Uganda in the area of people management & organizational development in order to optimize organizational performance, fulfill World Vision mission, vision, core values and contribute to the measurable improvement of the well-being of vulnerable children and communities in Uganda.

KEY RESPONSIBILITIES:

People and Culture Strategy Development and Execution:

  • Develop and implement the People and Culture (P&C) strategy and business plans in support of and in alignment with National Office strategy, regional and global strategic priorities.
  • Provide technical expertise on development and implementation of business strategies and human resources processes (including but not limited to Recruitment, Employment, Benefits and Compensation, Staff and Leadership Development, Change Management) and organizational policies and practices.
  • Provide strategic support to the Senior Leadership in strengthening the Organizational Development (OD) by providing guidance and innovative OD tools and practices to reinforce and positively change the organisational structures, systems, processes and culture so that WV can better adapt to new technologies, donor/beneficiary/regulatory demands and challenges while fulfilling its vision and mission.
  • Lead in monitoring and reporting of People & Culture strategy metrics related to talent acquisition, development, retention, performance management, employee engagement and organizational leadership.
  • Leadership Quality and Sustainability:
  • Lead and support the WV Uganda’s talent management processes and ensure effective execution of the talent management strategy to meet the WV Uganda’s workforce needs.
  • Develop and implement WV Uganda’s leadership development strategy to build the capacity, depth and breadth of the Office leadership teams.

Staff Engagement and Well-being:

  • Contextualize, promote and support standardized systems, services and programs across WV Uganda offices for staff well-being that will improve staff well-being, productivity, engagement and retention to enable the WV Uganda achieve its strategic objectives.
  • Design and execute competitive compensation and benefits strategy, systems and processes in alignment WV global standards that enables WV Uganda to attract right staff, stay competitive within the applicable labour market and promote staff retention.
  • Execute the annual staff and organisation wellbeing survey (Our Voice survey) and other organizational climate audits and leverage the results to continually improve Staff and Organisational Well-being. Together with the senior leadership, plan and drive measurable improvements in all catergories of staff and organisational wellbeing.
  • Strengthen the quality of Staff Care and Support interventions especially for staff based in hard to work locations.

Accountability and Performance Culture:

  • Spearhead the performance management process. Together with Senior Leadership Team, strengthen the quality of performance management to drive a high performance and accountability culture in the National Office.
  • Lead processes of reviewing and contextualizing global and regional P&C Policies in alignment with Uganda labour laws and country context and developing legally sound local P&C policies and guidelines. Ensure they are rigorously implemented/enforced.
  • Ensure people management risks are identified and the organization regularly reviews and implements adequate risk mitigation measures.
  • Provide leadership in educating staff on employee relations matters (Grievance, code of conduct, harassment etc.) and oversee employee relations investigations protocol and ensure cases are managed confidentially and promptly.

Staffing:

  • Ensure that the National Office recruitment policy, system and processes are aligned with organisation requirements and facilitate timely acquisition and retention of talents with required competencies, mindsets and behaviours that help the organisation achieve its strategic objectives.
  • Provide leadership in staff development and ensure that staff capacity gaps are identified and staff development is ongoing in National Office to ensure the office has high quality staff
  • Promote gender and diversity awareness and measures in people management practices across the organisation so as to build an inclusive organisation.

Team Management:

  • Build a People & Culture (P&C) function that has the required capacity, capability, systems, processes, policies, guidelines and a customer centric culture that helps WV Uganda attain its objectives through its people.
  • Provide overall leadership and technical support to the P&C team, coaching and mentoring the team to support a high performance culture and professional growth and development.

Networking and External Engagement.

  • Establish proactive linkages and strategic networks with key International NGOs and other stakeholders at the national and international level for broader impact and also to keep abreast of the ongoing changes in external environment that affects National Office operations.

KNOWLEDGE, SKILLS & ABILITIES:

Required:

  • Education: Bachelor’s degree in Human Resources Management, Business Management or Social Sciences or related fields. Master’s Degree is an added advantage.
  • Experience: Minimum of 5 years’ experience in a Senior Human Resources Management position in an international Non-Profit organization.
  • Familiarity with INGO international staffing policies and sound knowledge and experience in interpreting Uganda labor laws.
  • Proven record of managing people in a diverse cross-cultural and interfaith settings.

Preferred:

  • Familiarity with INGO international staffing policies and sound knowledge and experience in interpreting Uganda labor laws.
  • Proven record of managing people in a diverse cross-cultural and interfaith settings.

Work Environment:

  • This role is based in National office with occasional field and international travel.
