The project EU Aid Volunteers for Resilience and Response Capacities of vulnerable communities through the deployment of EU Aid Volunteers aims at improving the response and the resilience capacities of the most vulnerable local communities through needs-based humanitarian aid (HA) in Latin America, Africa and Eurasia with the involvement of 40 EU Aid Volunteers. It is implemented in 16 third countries and it is composed by a consortium of 2 Sending organizations (AAH Spain and WW GVC Italy) and 19 branch offices as hosting organizations between AAH and WW GVC (Colombia, Guatemala, Peru, Senegal, Niger, Mauritania, Burkina Faso, Benin, Kenya, Tanzania, Mali, Mozambique, Philippines, Occupied Palestinian Territories, Lebanon, Georgia). The 2 sending organizations will deploy 40 European citizens in humanitarian aid operations as EUAV, 39 junior and 1 senior.

Since 2000, WeWorld-GVC has been working in the food security and education sectors in many areas of the country including the provinces of Maputo, Manica and Cabo Delgado. We support small producers, family agriculture, autonomy and consumption of local products, as well as a fair access to markets and the protection of the rights of agricultural workers. We fight food insecurity, malnutrition and exploitation of natural and human resources. Improving access to food and increasing sustainable agricultural production represents GVC’s strategy in Food Security. In the educational sector, GVC’s actions focus on literacy and vocational training, mainly targeting women and young people, through the promotion of a community-based approach which highlights local knowledge, reinforcing the relationship between community and school in combating school drop-out and social exclusion. In the emergency sector, WW-GVC work in the food security and wash.

TASKS

Disaster Risk Reduction tasks

• Support the overall implementation of Disaster Risk Preparedness strategy and activities, including climate adaptation; • Identify, analyze, evaluate and map the risk factors and critical spots (threats and vulnerabilities) at municipal and district level; • Suggest specific risk management measures for the community, and establish action plans for the implementation of the identified measures; • Support the staff in identifying, preparing and implementing programs, projects and project’s components to address livelihoods and climate change issues and readiness; • Support the development of best practices in disaster preparedness and new proposals and projects related to risk management; • Check and update the early warning systems and propose alternative mechanisms for communication; • Participate in the team´s coordination meetings and prepare his/her monthly planning with the Coordinator.

Communication and Awareness on EU Aid Volunteers Initiative

• Promote local volunteerism in disaster risk reduction, prevention and response; • Train local volunteers on organization and implementation of volunteer-based activities, when applicable; • Promote partnerships and collaboration between local and European organizations; • Draft and publish articles describing volunteer’s experience in the field; • Gather audiovisual materials to be used in a public awareness activity in the volunteer’s local community in Europe; • In coordination with the NGOs partner of the project, organize and execute a public awareness activity once back in Europe.

Other: The EU Aid Volunteer shall perform other duties, as required.

REQUIRED COMPETENCES

Studies

Studies in Engineering, Environmental Science or related specialization in DRM;
Abreast of current development and best practices in Humanitarian Principles and Accountability in DRM Programming;

Languages

Fluent in Portoguese both written and spoken;
At least working knowledge of English.

Skills

Good interpersonal skills and stress management;
Strong initiative and autonomy;
Organizational and project coordination skills;
Reports drafting;
Adaptability to rural settings;
Good interpersonal, team working skills and ability to work independently;
Good ability to adapt to the situation of instability;
Intercultural awareness and respectful attitude towards other customs and traditions;

Experience

Significant experience in developmental DRR program management and technical support;
Previous experience in developing countries;
Professional experience in similar activities of at least 2 years;
Prior volunteer experience is an asset.

CONDITION OF SERVICE

Learning Opportunities

The EU Aid Volunteer will attend a 30-hours online training and a 9-12-days in presence training before her/his deployment. The in presence training will have a standard part for all the candidates and some optional modules, decided according to the competences of the EU Aid Volunteer and the needs of the hosting organization. The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.

Working and Living Conditions

Hosting Organization: WeWorld -GVC Mozambique; Length of Deployment: 12 months; Deployment duty station: Maputo, Mozambique.

Conditions of service during deployment:
· A monthly Subsistence Lump Sum (458,62 Euro per month) intends to cover basic needs and local transport.
· In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen.
· Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization.
· The working calendar will be corresponding to the agenda and system established in the field.
· For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment.

Conditions related to in-presence training:
· If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
· EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
· EU citizens on a temporary assignment in a third country that lasts less than 18 months;
· EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months;
Please note that more than one candidate per position will attend the training, to create an additional pool to cover drop-outs and unforeseen needs.
