Purpose of the position:

The Monitoring and Evaluation Coordinator will be responsible for development and implementation of Monitoring, Evaluation and Reporting systems for the project. The Monitoring and Evaluation coordinator shall provide oversight for data quality management including ensuring systems are in place for data management, data quality assessments and routine verifications are conducted and documented.

  • Develop and strengthen monitoring, verification and evaluation standard operating procedures and systems.
  • Ensure availability and consistent use of correct data collection tools among team members for program monitoring
  • Develop M&E plan and ensure periodic review and update of the plan
  • Maintain up-to-date project database and regular (weekly) data back-up system
  • Assist in establishing and maintaining a systematic paper-based record management for source documents
  • Maintain data flow and report flow maps including ensuring that the team understands and comply to the data and reporting flow maps and deadlines
  • Establish and maintain knowledge management systems including documentation of evidence-based practices and lessons learned from implementation.
  • Coordinate the collection of data from project sites and weekly submission of data sources for verification and data entry purposes
  • Assist in the development of monthly, quarterly, semi-annual and annual reports

Data quality management

  • Conduct weekly data verification and spot-checks for data quality assurance and address data quality issues as they emerge
  • Collating and analyzing data on a monthly, quarterly, semiannual and annual basis
  • Training and mentoring data collectors and data entry clerks on data quality
  • Conduct internal periodic data quality audits or assessments and support external data quality assessments by donors / Government
  • Developing Data Quality Management Plan
  • Training and mentoring of data collectors at community level on data quality management standards
  • Develop and ensure compliance to data quality management SOPs
  • Leadership in integrating technology for improving monitoring and evaluation processes including use of mobile technology for data collection and GIS mapping.

Program monitoring

  • Identify and track key performance indicators and benchmarks for effective monitoring of programs.
  • Conducting field monitoring visits to check on program progress
  • Provide feedback to the Management on the effectiveness of project strategies and activities;
  • Collect, aggregate and analyse program data for monthly, quarterly, semi-annually and annual progress reports on all project activities;
  • Participate in project reviews and planning workshops and assist the Program Manager in preparing relevant reports;
  • Training community cadre and staff on the use of data collection tools and interpretation of indicator protocols
  • Training and mentoring of program team on data collection tools and M&E standards

  • Provide support to the external evaluation team and processes
  • Facilitate the organisational learning from evaluation processes and results
  • Lead the analysis and utilisation of secondary quantitative and qualitative data to inform the program

  • Attend ME stakeholders meetings both regional level to support new initiatives by both the partnership and stakeholders on M&E.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Qualification required: A Bachelor of Arts in social sciences with major in statistics, demography or related field, a Bachelor degree in Health is an added advantage
  • Experience: Must have Experience in monitoring and evaluation of health, HIV projects
  • Experience in working in WVS an added advantage
  • Preferred: A Bachelor of Arts in social sciences with major in statistics, demography
  • Technical Skills & Abilities:
  • Must Ability to use Microsoft programs including Word, Excel, Access and statistical analytical packages including SPSS and Stata
    • Must be fluent in English, both written and spoken. Must be committed to the transfer of knowledge to those working with communities.
    • Must be willing and ready to travel extensively within and outside Swaziland.
    • Must have basic knowledge of computer application such as word excel power point and e-mail
  • Self-starter and able to work with minimal supervision
  • Team player

Working Environment / Conditions:

    • Work environment: spending 50 % of his/her time in the office
