PROJECT SUMMARY

The project builds up on Adeso’s successes in implementing employment intensive works in Afmadow, the project expanded into Bardheere to increase economic opportunities for marginalized populations and target youth and women. The project leveraged the EU-funded “Social Safety Net Programme (2015-2018) which sought to build the resilience of vulnerable households in Afmadow, Dhobley and Kismayo through interventions ranging from giving predictable unconditional cash transfers to women, youth and IDPs; livelihoods inputs provision (farm tools, seeds); cash grants to youth for business and EIW (cash for work) in rehabilitation of community productive assets such as water structures and roads. The project leveraged on this gains made in other complementary programs that will enhance the desired outcomes are realized.

BACKGROUND FOR CONSULTANCY

The EYE project has been designed to tackle the structural drivers of conflict through a mix of short-term and long-term job creations, youth skills development and enhancing economic opportunities for women and youth through investment in productive sectors and business & financial support. The structural drivers of conflicts in the target areas are youth unemployment, limited economic opportunities for women and youths due lack of investment on key productive and service sectors such as livestock input services, sesame, onion and skills development.

Adeso desires to utilize a writer, videographer and photographer to document key successes of the EYE project capture the same in photographic and audio-visual products as detailed below.

EYE project would like to use its field staff to support in the development and documentation of success stories through a coordinated 1-day capacity building engagement with staff which will document achievements realized in implementing the project. This will be done in a structured manner, focusing on identifying the specific factors of success, summarizing the actual actions being undertaken on the ground and describing the impact of interventions on the lives of those targeted. The documentation will also attempt to propose some promising practices that can be maintained and replicated or scaled up in the future. The documentation will use human stories of beneficiaries.

Tasks and Responsibilities:

In order to achieve the envisaged objectives, the consultant under the overall supervision of EYE project manager

  • Will work in collaboration with EYE staff to determine the exact scope of the stories; identify and develop topics
  • Prepare tools and formats that will be used for documenting the stories.
  • Conduct a 1-day engagement meeting with field staffs to collate, analyze and process the available success stories from the ground as well as build the capacity of field staff on key concepts of success stories development. This will include taking the participants through basic concepts of success stories development, importance of documentation of good success stories and other topics as discussed and group discussions, interviews, observations and visits to beneficiaries to elicit their views and validate the stories
  • Prepare at least 8 success stories and 1 video documentary by analyzing and presenting relevant information about project implementation
  • Produce a publishable document consisting of 8 success stories and 1 video documentary

The successes stories videos and pictures shall also serve as a marketing and best practices resource tool. As the financier and sole owner of the property, Adeso will provide approval, input and direction in all key stages of development of the film.

DELIVERABLES

The consultant will deliver to EYE project;

  • An inception report demonstrating understanding of the tasks in the ToR and how they propose to accomplish the required tasks including the staff engagement in programme and training materials to be used
  • Produce a publishable document consisting of 8 success stories
  • And 1 video documentary of success stories

Specific Deliverables to Adeso:

a. A total of 8 success stories will be produced. Adeso will provide the themes.

b. One EYE project documentary, not exceeding 5 minutes, providing key highlights from the success stories with the following elements:

a. Catchy sound bites from the success stories,

b. Short interviews with programme staff/mentors/community members

c. Environmental shoots to establish context

c. One short online edition of the documentary not exceeding 2 minutes with relevant graphics, music, voice over, links etc.)

d. Based on the approved scripts the contractor should record voice overs, and include subtitles where applicable.

e. The videos shall be shot in this format: Full HD 1080 and delivered in an external HD device the master videos as well as stream-able web clips:

a. In English language, entirely subtitled (including a voice over recording where applicable)

f. A collection of high resolution action oriented/thematic pictures (a minimum of 50), adequately edited (in Jpeg and RAW) capturing different elements of the programme with captions for the collection of submitted pictures.

Adeso shall retain copyrights to all photographs, video and original footage at the field sites taken during the implementation of this project. The final products will be used in perpetuity by Adeso.

Note: consent form should be signed from all who accepted to be taken photos or video

Applicable Timelines:

The project will commence upon the date of signing of this agreement and be implemented over an approximate 2 to 3 weeks’ period as follows:

· Filming for this production will commence on 24st – 14th July June 2019.

· The “rough” cut videos will be submitted by 16th July 2019 at the latest.

· The final production is to be submitted and copies delivered by 20th July 2019 at the latest.

Services and facilities to be provided by Adeso:

Adeso will:

· Provide a project documentation.

· Approve an interim script (developed by the videographer) before production starts.

· Guide in identifying locations and resource people for interviews.

· Accompany the Production Team on location and assist for the realisation of the interviews.

· Provide appropriate pre-existing video footage and photographs related to the EYE project where necessary.

· Provide approval at all key stages of the process and before final submission.

Note:

  1. Adeso will not provide any health or personal accident insurance to the contractor for the period of the task.
  2. Adeso will not provide logistical support for this consultancy, thus the cost related to this should be included in the financial quotation.

CONSULTANCY PERIOD

The consultancy period will be for a period of 3 weeks.

APPLICATION REQUIREMENTS:

Adeso seeks to invite qualified consultant/firms who meet the following requirements to submit their detailed narrative and financial proposal on how to undertake the assignment.

  1. Should be a firm / individual consultant with office/operational establishments within Kenya or Somalia or able to access the area of assignment.
  2. Technical proposal on how the assignment will be conducted including methodologies and interpretation, reports and schedules.
  3. Proof of personnel and equipment and ability to mobilize them on short notice
  4. Demonstrate previous experience in conducting qualitative documentation
  5. Submit a detailed financial proposal including all professional fees, logistical costs and subsistence costs (if applicable). Please note all costs must be broken down into details (no lump sums, no contingencies etc.)
  6. Demonstrate previous experience in conducting qualitative documentation

Consultants who do not meet the above requirement will not be evaluated further. You are therefore asked to submit your best proposal with relevant documents.

The consultant/firms will be responsible for their own security; insurance while in the field and Adeso will not be responsible for any injuries or damages incurred during the assignment. The costs submitted must be inclusive of all anticipated expenses.

EVALUATION CRITERIA:

· At least 3 Past performed works similar to solicited work with proof of reference or completion letters/contract/ for each past work.

· Technical responsiveness of submitted proposal detailing understanding of related assignment.

· Overall responsiveness on TOR methodology and analysis

· Cost effectiveness/reasonableness & Budget

In consideration of the fees paid, the Consultant expressly assigns to Adeso any copyright arising from the works the consultant produces while executing this contract. All images (whether used for online or print purposes) must however bear the consultant’s photo credit, as specified by international intellectual property rights. The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Adeso.
