UNICEF South Sudan faces a complex operating environment, with challenges related to conflict and lack of road infrastructure. Our work has been focusing on lifesaving needs, tackling issues such as acute malnutrition, displacement and insecurity, and basic health. We are also continuing with regular programming, such as providing routine and supplementary immunization services, safe drinking water, access to sanitation, and strengthening early childhood development.

How can you make a difference?

Under the general guidance and supervision of the Donor Relations Manager, the Donor Relations Officer analyses proposal budgets for completeness, correctness and conformity with programme and budget guidelines; analyses Donor Contributions including production of financial reports and quality assurance of financial reports; responsible for pipeline projections and probability of funding for the Country Office; and responsible for information management for the Donor Relations section.

Summary of key functions/accountabilities:

The Financial Monitoring and Information Management Officer will:

  • Produce products on income trends for external and internal audiences to present an accurate picture of the funding needs for emergency and development needs. Prepare or oversee the preparation of various reports and analysis relating to contributions as required. This includes assisting in planning and preparation of materials and presentations for donor briefings and meetings, donor visits, and development of resource mobilization aids and documents for the UNICEF response.
  • Liaise, coordinate and give advice to programme managers to ensure effective proposal budget preparation with the consistent application of financial rules, regulations, policies and procedures.
  • Providing oversight on the preparation of financial reporting for donor reports.
  • Coordinate with programme teams to ensure timely submission of budget modifications.
  • Contribute to capacity building of country office staff on financial reporting, providing one on one follow up support and knowledge sharing.
  • Grant related information management in SAP and share drive/team site.
  • Perform other related duties as required.

To qualify as an advocate for every child you will have…

  • Education:Advanced university degree in Project Management, Development, Business Administration, Financial Management, or a related field is required. A first-level university degree with additional two years of experience can be accepted in lieu of an advanced degree.
  • Work Experience:Two years of relevant professional work experience is required. Developing country work experience and background/familiarity with Emergency is an asset.
  • Language Proficiency:Fluency in English is required. Knowledge of another UN language or local working language of the duty station is an asset.
  • Technical Knowledge:Advanced ability to express ideas and concepts clearly and concisely orally as well as in writing.Proven ability to conceptualize, plan and execute ideas.Proven ability to manage different priorities of different internal and external stakeholders. Proven ability to work both independently and as part of a team. Prior knowledge and hands-on experience in the use of an Enterprise Resource Planning System (SAP) is required.

UNICEF relies on contributions from governments and private donors, UNICEF's total income for 2008 was US$3,372,540,239. Governments contribute two-thirds of the organization's resources. Private groups and some six million individuals contribute the rest through national committees. It is estimated that 92 per cent of UNICEF revenue is distributed to programme services.UNICEF's programmes emphasize developing community-level services to promote the health and well-being of children. UNICEF was awarded the Nobel Peace Prize in 1965 and the Prince of Asturias Award of Concord in 2006.

Most of UNICEF's work is in the field, with staff in over 190 countries and territories. More than 200 country offices carry out UNICEF's mission through programmes developed with host governments. Seven regional offices provide technical assistance to country offices as needed.
