MONUSCO’s Stabilization Support Unit (SSU), established within the Integrated Office of the Deputy Special Representative of the Secretary General/Resident Coordinator/Humanitarian Coordinator, provides coordination between the Government of the DR Congo, international partners and UN agencies through the International Security and Stabilization Support Strategy (ISSSS).

At the request of the Security Council (UN Security Council Resolution 2053), the ISSSS went through a profound revision in 2012 to address the limitations of the first phase, implemented between 2008 and 2012, with a strong focus on technical responses without addressing the conflict dynamics. The revised strategy aims at transforming the relationship between the state and the population in the East to enable them to jointly address the main conflict drivers. This new approach emphasizes that high-level political engagement is essential to provide coherence and to guarantee the sustainability of stabilization investments.

In order to align programs and projects with bilateral funding to the ISSSS, the Technical Secretariat through the Alignment Cell collaborates closely with bilateral donors and their implementing partners. Aligning bilaterally funded interventions enables a coherent and holistic approach towards conflict transformation in the priority zones. It further maximizes the impact of stabilization efforts funded through different mechanisms.

Responsibilities

The Alignment and M&E Officer will share his/her responsibilities between the Alignment (70%) and the M&E Cell (30%) and will report to the Alignment Coordinator. Her/his major role will be to support the alignment of bilaterally funded stabilization projects aligned to the ISSSS, including the harmonization of aligned projects logical frameworks, including the inclusion of these in the ISSSS reporting system, information gathering as well as provision of M&E support to projects.

Alignment Portfolio Technical Assistance (70%)

  • Support SSU thematic experts and provincial Technical Secretariats in reviewing project/program proposals submitted by implementing organizations and/or donors
  • Support coordination of the Alignment Portfolio, in collaboration with provincial Technical Secretariats, participate in the Stabilization Working Groups, if/when necessary, collect, analyze and compile information on planned/on-going projects/programs in the 13 ISSSS priority zones as well as regularly update the alignment mapping
  • Supports the Alignment Coordinator in updating/developing existing practical notes and tools on the ISSSS and alignment framework
  • In collaboration with the Reporting and Good Practices Officer, identify and document lessons learned and good practices of aligned projects as well as to ensure that this is captured in the ISSSS reporting mechanisms, particularly the ISSSS Annual Report
  • Supports the Alignment Coordinator to nurture partnerships and provide regular updates and briefings on the alignment portfolio to donors, implementing organizations as well as governmental counterparts
  • Participate in/provide information sessions and trainings for implementing organizations

M&E Technical Assistance (30%)

  • Support to the harmonization of logical frameworks of aligned projects
  • Support provision of analysis of submitted progress reports from aligned project/programs and extracts and drafts inputs for the Stabilization Coherence Fund Consolidated Report and the ISSSS Annual Report
  • Support Provincial M&E Focal points in monitoring the commitments of aligned partners in terms of M&E and reporting
  • Provides regular feedback and advice to Alignment and M&E Coordinators of any challenges and proposes way forward to improve collaboration with aligned partners

Qualifications

  • At least three (3) years of relevant work experience, mainly in project development and management, including M&E, preferably within the field of stabilization and conflict transformation
  • Experience working in conflict or post-conflict contexts, preferably in Sub-Saharan and Central Africa
  • Experience of working in the DR Congo is a plus
  • Existing knowledge of the revised ISSSS framework and financial mechanisms is a plus
  • Working knowledge of French and English is required

Mission information:

  • Six (6) months contract, with the possibility of an extension
  • Start date: As soon as possible
