JOB SUMMARY
Islamic Relief Ethiopia has received funding from DfID for a resilience building project to be implemented in Somali Regional State, Ethiopia. The project aim is to protect livestock and reduce mortality to strengthen the resilience of 3,000 pastoralist HH (19,800 individuals) to withstand drought shock through five pillars: livestock insurance, disease prevention, DRR technology, and water infrastructure and fodder production. The project will be implemented in Hargelle woreda targeting Cid-dhere, Dawacale, Dirinder, Hayir and Sogsog kebeles.
To successfully deliver on the target component of the project, IRE will require a DRR/Emergency Officer who has knowledge, expertise and experience in Disaster Management, Preparedness, Response and technical skills in either of the following DRR/Resilience/Integrated WASH/Food Security knowledge.
MAIN TASKS AND RESPONSIBILITIES
- Work with Programme Manager and CD in leading IR disaster response work in Ethiopia and particular in Somali, Oromia and Afar region
- Work with other coordinators (Livelihood, WASH, GIS/RS, Nutrition) and ensure that DRR/Emergency activities are planned, implemented, and reported on time
- Work with the Regional, Woreda and Kabele administrators and community members in disaster preparedness, response and mitigation plans
- Work with GIS/RS in mapping hazards and advise IR and government on the strengthening of early warning systems at each level and develop an early action to disaster management and response based on the data from the remote sensing
- Update and share reports on the humanitarian situation of the country at organizational level and in the forums organized to mitigate and share information
- Build capacity of IR field and country team on disaster response assessment, vulnerability assessment, hazard mapping, and designing of the emergency proposals
- Develop and manage beneficiary selection assessment including establishing criteria for the design, selection and response planning
- Champion for ebms (and utilize ebms for survey and cash transfer )
- Develop fundraising plans and ensure that disaster response are planned for, resourced and delivered as per the programme plans
- Lead person in HRF grant design and management and working closely with the sector coordinators and business development manager
- Working closely with the safeguarding and inclusion officer, ensure disaster affected population are impartially targeted, included in the design process of the project, provided with response and their protection enhanced during the time they are within IR response intervention
- Working with the sector coordinators, ensure that emergency programmes, resilience interventions are designed appropriately, and either alone, or with consortium, partnership ensuring that continued responses are received by the affected population
- In collaboration with Regional Disaster Risk Manager, develop and submit Monthly Humanitarian bulletin (on emergency intervention work)
- In collaboration with Regional DRR Manager, Food Security and Advisor, Livelihood Coordinator, design and implement cash transfer, including designing EMMA assessment and plan for cash transfers
- Design, review and implement disaster preparedness plans
- Represent Islamic Relief Ethiopia office in cluster meeting, inter-agency meetings, with donors, private donors
Must have following competencies;
- Experience in humanitarian context
- Result-oriented and driven
- Technical knowledge in one of the Emergency sectors (WASH, FSL, Nutrition, DRR, NFI, CASH)
Job Requirements
QUALIFICATION/EXPERIENCE/EXPERTISE
- Master’s degree in either Disaster Risk Reduction, Sustainable/Community Development, Water Engineering, Food Security and Livelihood, Climate Change Adaptation
- At least three years of experience working in pastoralist areas in NGO setting.
- Technical skills and experience in cash programing including designing etc.
- Skills and experience in understanding of PVCA
- Innovative and skills in mobile technology.
- Technical experience in cash transfer programing
- Clear understanding and effective working knowledge on CHS and other humanitarian standards
