Job Purpose
Disaster Risk Reduction and Natural Resource Manager is responsible for the implementation of a comprehensive NRM and Resilience Strategy across activities and overseeing the implementation of that strategy for the project to maximise the contribution of the resilience component to the achievement of the overall ENSURE goal. The incumbent will oversee the implementation of the natural resource management activities within the program and ensure that all program components are implemented according to design. The responsibility is to provide support through formal trainings, accompaniment, mentoring and extensive monitoring across ENSURE’s portfolio of activities under natural resource management and community resilience. Specific duties include, but not limited to:
Major Responsibilities:
- Lead the design of NRM and community based disaster risk reduction activities to enhance resilience in ENSURE operational areas.
- Ensure integration of NRM activities with other ENSURE project components to maximise achievement of the ENSURE goal.
- Prepare NRM and CBDRM activities Standard Operating Procedures, guidelines and protocols for use by ENSURE partners in close collaboration with the government stakeholders and programme staff.
- Work closely with the ENSURE Technical Partner (SAFIRE) to design and adopt appropriate training materials and tools for use by local communities.
- Strengthen the capacity of ENSURE and partner staff on NRM and disaster management skills.
- Engage relevant stakeholders in NRM and DRM components of ENSURE and how ENSURE contributes to community resilience and overall government policy on DRM.
- Support staff in working with communities to develop community disaster preparedness plans (CDPPs) to help them prepare against risks.
- Coordinate the trainings of District staff and stakeholders on NRM and Disaster Risk Management components.
- Ensure adherence to agreed principles, processes and procedures in rolling out FFA, NRM and DRR activities
- Represent WVZ in technical working group meetings, and other activities/events.
- Coordinate activities (including meetings and field learning visits) of the ENSURE NRM and DRM Technical Working Group.
- Write monthly, quarterly, annual and end of project reports, and submit them timely to the Deputy Chief of Party of the project.
- Facilitate and attend the programme’s regular meetings with Government stakeholders and consortium staff, including representing the programme in meetings and events.
- Track and monitor the utilization of the SO3 program budget and recommend adjustments as required.
- Ensure gender mainstreaming in all SO3 activities.
- Work closely with other SO leads.
Educational Requirements
- BSc in Natural Resource Management, Agriculture, Rural Development and other related disciplines.
- An advanced degree in any of the disciplines above will be an added advantage
Experience Requirements
- At least 5 years NGO experiences in the area of or natural resource management and community resilience or both will be required.
- Must have experience in the management of health and nutrition integrated programs.
- Strong communication & interpersonal skills; comfortable engaging in dialogue with a range of actors including government departments, local authorities, other NGOs and donor agencies.
- Experience in managing and understanding of the USAID regulations on natural resource/environmental management is a MUST.
- Ability to monitor and track program budget
- Good interpersonal and communication skills
- Good computer skills – Microsoft word, power point and excel
- Ability to work with minimum supervision.
- Willingness to travel to remote project areas within the program areas
