Dan Church Aid (DCA) DCA is a Danish Humanitarian and Development organisation working to assist and empower people affected by poverty and disasters to live a life in dignity. In Ethiopia, DCA’s area of  works include  humanitarian response, food security, resilience building of vulnerable community members and  Gender and capacity building of civil society organizations.

DCA Ethiopia is recruiting a DRR Program Officers for its field office in Robe town, Bale zone Oromia National Regional State. Under the supervision of Bale Field Office coordinators, the position holder will be responsible for planning, implementing, monitoring and evaluating DRR and related activities of DCA proposed under RESET II projects in Bale zones which is funded by EU Delegation in Ethiopia.

Main tasks of the position are:

  • Responsible for planning, implementation and monitoring of DCA’s DRR activities proposed under RESET II
  • Provide technical and capacity building support to field officers for the effective implementation of project activities
  • Assist DCA’s partners and consortium member organizations implementing similar DRR project activities  in the zones
  • Work in partnership with other consortium member organizations implementing DRR interventions incorporated in RESET II projects in the zones
  • Responsible for ensuring quality of the project implementation in line with donor and government rule, regulations and compliances
  • Coaching  field officers  performance towards achieving project objective
  • Facilitate the replication of DCA’s prior experience of implementing DRR activities into new woredas and zones
  • Responsible for compiling monthly, quarterly and other reports pertaining to DRR activities of DCA and its partners
  • Undertake monitoring to partner project sites to identify issues related to implementation of DRR activities and ensure donor compliance and other required standards, including Core Humanitarian Standards
  • Plan and build the capacity of local government offices, community groups and field officer.
  • Facilitate periodic review meetings with beneficiaries, local government offices and partner project staff
  • Assist Field office Coordinator in properly implementing DRR activities of the project in particular and RESET II intervention in general.
  • Participate in consortium level visits by member NGO officials, donors, and other stakeholders

Type of Contract:        One year, with possibility of extensions

Job Requirements

Key Qualifications / Experience:

  • Bachelor  Degree  in Disaster Risk Reduction, Agriculture, Rural Development and any other  related social science fields with minimum of  four years of practical work experience and  two years of experience for Master Degree
  • Practical work experience in implementing DRR project activities such as promoting Community Managed Disaster Risk Reduction Committee approach (CMDRRC), emergency response, recovery and rehabilitation initiatives  strengthening early warning and preparedness system
  • Familiarity with implementing EU and ECHO funded DRR development projects  and resilience initiatives is strong plus
  • Practical work experience in linking relief and development (LRRD) activities
  • NGO experience is highly desirable;

Person Skills and Qualities:

  • Excellent facilitation and mobilization skills
  • Good interpersonal and inter-organizational skills and experience
  • Demonstrated skill  in building community capacity
  • Strong organizational skills, with ability to meet deadlines
  • Ability of working with team members
  • Excellent skills in written and oral English and computer literate
  • Knowledge of  the project area is an advantage
