Location:** DRC, North Kivu, Goma

Scope of Work:

  • Provide administrative support to the Ebola Technical Consultants with reporting requirements for technical daily notes and reporting systems and software. Responsible for collecting and compiling the notes from site and field visits.
  • Manage vendors for rental cars, security, business cards and other in-country requirements.
  • Provide logistical support to the Ebola Technical Consultants with transportation, lodging, equipment, supplies and other needs as requested.
  • Provide communication support for the Ebola Technical Consultants with communication equipment and other needs as requested.
  • Communicate directly with and take technical direction from the USAID/OFDA Team Lead and Health Advisor. The Macfadden-PAE Senior Program Manager will serve as the primary point of contact for all Ebola consultants for logistical requests or questions.
  • Attend coordination meetings along with the Health Advisor as requested and other strategic meetings with the Health Advisor and other DART Team members.
  • Complete trainings and perform financial management duties such as petty cash custodian.
  • Attend ad-hoc security meetings, liaise with international security focal points and keep team informed of any security threats or concerns.

Requirements:

  • Provide regular trend analysis on the EVD development through regular reporting
  • Compile and share recommendations from Macfadden-PAE consultants with OFDA
  • Stay abreast of new epidemic hotspots and measures taken by the partners to support the newly infected zones
  • Provide logistical, administrative, financial and communications support to the Consultants in Goma, Butembo, Beni and other locations as determined on OFDA’s behalf
  • Provide security updates and advise consultants on measures to implement safety tips
  • Ensure all consultants are aware of security precautions and respect safety rules
  • Available to quickly deploy to the DRC within 7 days and comfortable traveling in the region, considering evolving hotspots

Qualifications for a Contractor in North Kivu

  • Minimum 5 years’ humanitarian work experience at Field Level and minimum 3 years at coordination level in unstable environments
  • Excellent English (speaking, reading and writing ) are mandatory
  • Strong French language skills (speaking, reading and writing ) are mandatory
  • Strong background in administration and logistics
  • Strong background in security management in complex and volatile environments
  • Excellent communications skills
  • Ability to work autonomously under high pressure

Desirable Qualifications

  • Experience working in DRC is a plus
  • Experience in Health Programs
  • Local language skill for Eastern Congo (Swahili, Nande) a plus

Deliverables

  • Regular reports as per USAID/OFDA requirement (3 times/week)
  • Site Visit Reports
  • Trip Reports
  • Phone calls with the OFDA team (weekly/ad hoc)
  • Work reports to be submitted with invoice

Duration:

The consultancy is anticipated to be for a period of 4 to twelve months from the start date of the assignment. Extensions will normally occur for a 3-4 month period.

Travel Frequency:

The Field Coordinator is expected to travel at a minimum once a month during the period he/she is contracted. The exact number of field visits will depend on the needs of the team and requests to attend meetings, trainings, workshops, etc.

Working Conditions:

The Field Coordinator will not require an office in the field, rather he/she will work from their living quarters or the MoH/WHO coordination offices. The Field Coordinator will travel to project sites and humanitarian crisis sites using a combination of flights with UNHAS or local air transport providers and implementing partners’ vehicles. The advisability of travel from the safety perspective will be determined by the Field Coordinator after consultation with USAID/OFDA’s implementing partners who work in the area specified for travel and USAID/OFDA staff. The Field Coordinator will be provided IT and communication equipment.

Physical Requirements: While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
