Background

International Medical Corps is currently implementing approximately 10 programs across nine sites in South Sudan. Through nearly 16 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers. Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan.

IMC South Sudan is implementing an Integrated Health and Nutrition Services in Aburoch County Upper Nile State. The project is funded by DFID. The grant supports interventions of compressive and integrated primary health care services (PHC) including sexual and reproductive health, HIV/AIDS and TB, nutrition, non-communicable diseases, mental health and psychosocial support services and robust community-based disease prevention and health promotion activities targeting mainly refugees and adjacent host community residing around the three camps. The project end date will be June 2019 with possibilities of receiving new funding.

Job Purpose

The EVD preparedness Manager is primarily responsible for implementation and management of the Ebola preparedness project in jubek – Juba south Sudan. He/she will work in collaboration with the senior management team and Ebola technical coordinator. The Ebola preparedness Manger will be based in Juba , he /she will be responsible for the technical case management activities at the IDU run by International Medical Corps’ ,to ensure the highest standards of IPC WASH & surveillance , ensure programs are in line with internationally (WHO) ,national SOP to response to EVD outbreak.

The EVD preparedness manager will work alongside the IMC health team as a support in complete preparedness and subsequent response if need be of an eventual Ebola outbreak.

A team player with a proven track record of initiative, he/she will ensure the constant running of the IDU, supervision of supported health facility and assess the level of implementation of IPC measures, ensure facilitate capacity building of health workers, coaching and mentoring.

He/she will contribute in developing and implementing health management information system (HMIS) and to monitor the progress and incorporate lessons within the Ebola preparedness program. He/she will help organize regular Visit to IDU , supportive supervision and review meetings to assess progress, issues and undertake steps for further improvement .

Main Responsibilities

• Develop a standard supervision and monitoring document based on the WHO Ebola curriculum that will be approved and used by International Medical Corps
• Conduct monitoring and evaluation of progress (performance) of the health facilities and work with the Ebola Technical Coordinator to develop a follow-up and supportive supervision plan to ensure trainees adhere to and utilize knowledge and skills gained;
• Produce a supervision report with strong recommendation for each facility visited and shared ?with IMC and other partner organizations (e.g. WHO, Health Cluster, Ministry of Health)
• Actively promote prevention of Sexual Exploitation and Abuse (PSEA). The duties and responsibilities listed are representative of the nature and level of work assigned are not necessarily all inclusive.
• Ensure that EVD preparedness and response activities on case management and IPC are well implemented in the isolation facilities and all health facilities supported.
• Provide technical support to the EVD preparedness and response program at both state and national level.
• Conduct regular monitoring to the sites where the activities are implemented to ensure quality in the service provision.
• Acting for EVD technical coordinator during his absence (RnR or leave) and take up any outstanding responsibility.

Qualification

• Medical Degree (MD) or Master’s in Public Health or Bachelor’s degree in health
• Familiarity with South Sudan and broader East African humanitarian and political dynamics.

Experience

• Minimum of 8 years’ experience preferably in emergency response, and post-disaster and post conflict work experience, or an equivalent combination with 5 + years of relevant work / public health experience (minimum 3 years in developing country preferably in emergency settings) of education and experience
• Ability to write clear and concise proposals and reports and to meet required reporting deadlines; Extremely flexible, the ability to work in basic living conditions and under administrative and programmatic pressures, and the ability to cope with stressful situations;
• Ability to relate to and motivate local staff effectively
• Ability to work in hardship conditions and in conflict-prone areas; ability to be flexible
• Excellent oral and written communication; good computer skills, strong writing skills (in English) with satisfactory organizational skills.
