role PURPOSE

The position exists to coordinate the Youth Economic Empowerment Programme of the PU ensuring development and management of projects that are aligned to Plan’s Country strategic plan, Country Programmes, domains and principles.

Dimensions of the Role

The Economic Empowerment Coordinator (EEC) reports to the Program Unit Manager. The EEC manages all the EE activities at the PU level.

Accountabilities

1.   Design the Empowerment Program of the PU

      The incumbent is responsible for designing the Economic Empowerment for the Program Unit in line with the Country Program Outlines the incumbent does the following activities:

a.   Appraising, planning, designing, implementing, monitoring & evaluating of projects

b.   Documentation, reporting and dissemination of outcomes and impact of projects

c.   Technical support and supervision of the projects

d.   Mobilization, and effective utilization and management of project resources

e.   Ensuring Plan’s CCCD and child protection principles are fulfilled during appraisal, planning, designing, implementing, monitoring & evaluating, and reporting of projects

f.    Contributing to strategic leadership of the PU.

2.   Networking and Resource Development

The incumbent is responsible for networking and resource development for the Economic Empowerment PU Program and does the following activities:

a.   Participating in in-house networks to enhance integration of the Empowerment Program with other PU programs

b.   Establishing Partnerships with NGOs and government entities to leverage resources, increase local resource mobilization and long term sustainability

c.   Documenting project achievements and best practices for internal and external circulation

d.   Identifying project resources and opportunities

e.   Participating in local networks, workshops, conferences and meetings

3.   Establish and implement standards of accountability, effectiveness and efficiency for the Empowerment Program at PU level

The incumbent is responsible for establishing and implementing standards of accountability, effectiveness and efficiency for the Economic Empowerment PU Program activities:

a.   Ensuring design, implementation, monitoring and evaluation of projects is aligned to Plan’s Program Framework, Program Effectiveness Framework and the Program Accountability & Learning System, but also to national and district Plans and Policies.

b.   Ensuring that monitoring, evaluations and reporting of projects are done in a proper and timely manner

c.   Ensuring that Budgets are properly spent and project implementation is according to funding requirements and work-plans

d.   Supporting implementation and scaling up of program and project innovations and best practices

e.   Ensuring that research (study, evaluation, etc) findings and  lessons learnt are used to improve project planning and implementation

4.   Coordinate capacity building at all levels for effective and efficient delivery of the Empowerment Program and projects at all levels in the PU

The incumbent is responsible for coordinating capacity building at all levels for effective and efficient delivery of the Empowerment Program & projects at all levels in the PU through the following activities:

a.   Conducting capacity building needs assessments for Plan staff, partners and communities

b.   Facilitating capacity building interventions at PU and community levels for, partners and communities

5.   Child protection and Risk management

a.   Ensure that all training events have a component on Child protection

b.   Identify key risks within your area of operation and put in appropriate control measures to manage them

Dealing with Problems:

      The major challenge faced by this position is of delivery projects and effectively working with limited resources. Another major challenge faced is that the incumbent has to work with community volunteers who are sometimes inexperienced and do not provide sufficient information.

  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Key relationships

 

The EEC closely works with 2 sector Community Development Facilitators who collect relevant data.  The EEC also works with community volunteers in the communities’ .The EEC acts as the contact person in the PU for all EE related issues. The incumbent works with different communities and it is important for the incumbent to understand the different cultures and values to be able to communicate effectively with them.  The incumbent works with about 4500 households in the PU communities on implementation of interventions from Small Livestock, Vegetable Production, Fish Farming and Conservation Farming.

To maximize overall program impact through the optimized contributions of others, the post holder will be required to initiate, develop and maintain a range of working relationships, including with government counterparts, donors, implementing partners and other development organizations.
