The Education Coordinator will be responsible for the vision, strategy, design, implementation and management of Education Program for the IRC in Niger. She/he will play a critical role in increasing the capacity of local staff to support teacher training, tutoring, livelihoods activities for youth, and monitoring of community projects. The Education Coordinator will work collaboratively with the IRC’s senior management team, other technical coordinators, operations team, and the finance team. The Education Coordinator will report to the Deputy Director for Programs (DDP) and will be based in Niamey with frequent visits to the field sites.

Responsibilities:

  • Contribute to the strategic vision, planning and quality implementation of the Education program;
  • Manage, monitor and evaluate implementation of the different project components, with support from the Education Technical Advisor;
  • Coordinate, cooperate and communicate with other Education coordinators in the Sahel region/lake basin to ensure synergy with the Education project there;
  • Day-to-day management and supervision of a team of local education project staff, including recruitment, staff evaluation, and on-the-job orientation and training;
  • Responsible for program budget management and project expenditures and putting in place responsible accountability systems to ensure responsible and efficient project spending;
  • Train and build the capacity of program staff in general management and in project-related education, vocational and life skills topics;
  • Coordinate and liaise with local/regional education authorities, NGOs, private sector actors and other international partners including UN agencies on all education program activities;
  • Contribute to the expansion of Education and vocational and life skills programming in Niger, including assessments, proposal development and reporting as needed;
  • Write regular reports on the implementation of project activities for both internal and external use.
  • Ensure all project working documents are submitted on time (Annual Work Plan, budget revisions, Performance Monitoring Plan revisions, etc.)
  • Other tasks relevant to fulfilling the objective of the education programs in Niger.

Qualifications

  • Masters degree (Education, International Relations/Development, Social Sciences , or related field) preferred
  • 4-6 years experience in implementing and managing basic education-related projects for children and youth;
  • Previous work experience in refugee/IDP settings, complex emergencies and/or post conflict situations, preferably in a camp setting and in Africa;
  • Strong understanding of research methods to support the M&E staff and research partners in the quality implementation of randomized control trials and other forms of quasi-experimental research studies linked to the program;
  • Experience in working with vocational and life skills and/or youth training programs;
  • Professional experience either in Niger or in West African Countries is a strong advantage;
  • Strong program planning, fiscal management, organizational and communication skills;
  • Supervision and training experience, specific experience training for local teams and local partners an asset;
  • Strong report and proposal writing experience;
  • Teacher training experience or vocational and life skills development experience is an asset;
  • Fluency in both French and English.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
