DAI is seeking candidates with prior experience working on improving the education sector, at both the national and district levels, in sub-Saharan Africa. Candidates will have experience in strengthening the capacities of institutions, including government staff at the national and subnational level to improve education service delivery. This includes providing technical and material assistance to strengthen their roles and to help them develop planning and implementation capacities that address current needs and help district governments plan for future challenges in the education sector. Candidates will also have prior project management experience and experience supervising and mentoring a team.

Responsibilities and Key Tasks:

  • Design and manage activities to improve education planning, budgeting, financial oversight, accountability, and public financial management;
  • Design and manage activities to improve the rationalization, deployment, and human resources management of teaching professionals under management of district councils;
  • Design and manage activities to improve uptake, distribution, utilization and monitoring of school improvement grants;
  • Promote the improvement of school structures including parent teacher associations, school management committees, and mother’s groups for improved local oversight of education service delivery;
  • Design and manage activities to improve capacity of district councilors to provide effective oversight of education service delivery in the districts;
  • Manage activities with civil society to improve awareness of the roles for key education governance stakeholders and to create a shared understanding of important education governance tools including the school improvement grant and District Education Plans;
  • Contribute data and analysis to monthly, quarterly, annual and ad hoc communications and reports, and to ME&L reports

QUALIFICATIONS:

  • Minimum of 8 – 10 years of relevant experience, including demonstrable experience working on education reform in sub-Saharan Africa contexts.
  • Technical experience working on teacher accountability and management reforms (related to teacher workforce reform and teacher performance management and accountability systems)
  • Strong interpersonal skills and demonstrated ability to build relationships/partnerships working across sectors and to work collaboratively with people of different nationalities and levels of responsibilities
  • Knowledge of USAID’s donor policies and procedures particularly as related to grants and procurement
  • Proficiency with MS Office software
  • Excellent English writing, speaking, and reading skills
