About CRS Egypt

The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.

Currently, CRS Egypt has three main programs: education assistance program and livelihoods program for refugee support, and local partnership. Projects under these programs range from the provision of technical assistance and capacity building to partners, promoting peace and tolerance, educational grants for refugees and assistance to refugee community schools, and technical support and start-up funds for refugee and vulnerable Egyptian entrepreneurs. Additional programming includes Emergency Preparedness and Response projects that arise as needed. The Operations department, supported by a regional Management Quality unit, ensures the country program develops and maintains the highest level of operational standards.

CRS Egypt currently holds a main office in Garden City, Cairo, and the refugee support sub-office in Maadi with activities in Greater Cairo, Upper Egypt and the North Coast.

CRS’s Partnerships program is currently funded by the US Government through the Bureau of Democracy, Human Rights and Labor (DRL) to promote peaceful coexistence in targeted areas stricken with sectarian violence in Upper Egypt as well as to support building the capacity of community-based organizations in the sector of women social empowerment.

Job Summary:

The Education Program supports over 50,000 refugee and asylum seeker children with access to basic and higher education opportunities through a financial grant program and improves the quality of education received by students through a variety of complementary educational programs and initiatives to improve the learning outcomes of students.

You will assist project implementation by working directly with partners, vendors, refugee communities, and host communities coordinating various project activities and events in support of CRS’s work to serve refugees and asylum seekers in Egypt. Your service and community relations skills will ensure the partners and communities feed into and benefit from a project which consistently applies best practices and continuously works towards improving the education opportunities available for refugees and asylum seekers in Egypt.

Specifically, the Education Field Officer, under the supervision of the Education Project Officer, will oversee activities such as community meetings, capacity building programs, students’ complementary educational activities, school assessment and school physical environment improvements, among others.

Job Roles and Responsibilities:

· Support the implementation, coordination, and monitoring of project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan and that adherence to systems for quality project implementation are strengthened.

· Ensure optimal communication and information sharing among project team, partners, project beneficiaries, and stakeholders to strengthen refugee communities’ involvement and support networks.

· Liaise with community stakeholders (e.g. refugee communities and host communities), partners, and vendors, and effectively mobilize them to ensure full involvement in project activities.

· In coordination with the project team, support capacity building events for project beneficiaries, partners, and other relevant stakeholders.

· Coordinate, monitor, and report on activities contracted to external service providers.

· Support compliance with agency and donor monitoring, evaluation, accountability, and learning (MEAL) requirements. Provide input to MEAL system design and review discussions.

· Contribute to simple analyses and reflective discussions on ongoing monitoring data. Contribute initial findings and implementation-based insights to project discussions.

· Other related duties, as assigned.

Basic Qualifications:

Education and Experience

· Undergraduate degree in development studies, economics, statistics, or a directly related field.

· Two years of experience in community development and mobilization, experience with a local or international NGO a plus; additional education may substitute for some work experience

· Ability to make oral presentations and write clear reports and guidance in English and Arabic.

· Ability to seek and apply knowledge, information, and best practices from within and outside development agencies.

· Experience in project management, including budget, timeline, and activity implementation.

· Skilled in information management systems and MS Office Suite, including Word, Excel, Outlook, and PowerPoint.

· Good relationship management skills and the ability to work closely with local partners and community members.

Required Languages: Excellent command of English and Arabic.

Travel Required: Job requires approximately 20% travel to field (defined as outside of Cairo metropolitan area, including Upper and Lower Egypt) to implement and assist partners and follow up on projects. More frequent travel required to sites within Cairo metropolitan area.
