The purpose of the Education Programme Development Manager (PDM) is to lead the design, development and implementation of the Education Core Competency (CC) programme for the Mozambique Country Start-Up. The Education PDM will have technical responsibility at national level, and managerial and budget responsibility at area level. The following is a brief description of the role.

Generic responsibilities

  1. Develop the Education CC strategy, technical SOPs / guidelines and Macro LFAs
  2. Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
  3. Responsible to develop and manage funding proposal, project budgets and donor reports
  4. Overall management of project staff
  5. Coordinate and manage Education CC project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  6. Ensure capacity building of project staff and transfer key skills

Specific responsibilities

  • Responsible for the implementation of strategic plans and the management of day-to-day project activities including staff, budget and assets in area of responsibility (AOR)
  • Plan, monitor and evaluate education activities in area of responsibility; ensure SOPs are in place and logistical and operational needs are met
  • Provide systematic training and capacity building for Education start-up staff, with a focus on TiCC, INEE MS, and PSEA/Child Safeguarding
  • Provide training and capacity building to Cluster and government partner staff, to ensure harmonization of EiE best practices and utilization of INEE MS
  • Ensure compliance with NRC best practices, INEE MS, technical guidance and donor priorities
  • Provide strategic leadership on the development of programming that recognizes the challenges faced by displacement-affected children and youth
  • Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate

Professional competencies

  • Minimum 3 years of experience in a senior level project implementation position in a humanitarian/recovery context
  • Experience working in complex and volatile contexts
  • Technical Education expertise with a focus on girls education, Alternative Education, support to formal schools, and/or first phase EiE response
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in Cabo Delgado
  • Experience with start-up or expansion of new programmes
  • Experience in team capacity building
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook
  • Understanding of SPHERE and INEE Minimum Standards is required
  • Candidates with an advanced degree preferred; significant experience in the field of Education, PSS or Child Protection considered in lieu
