The overall purpose of the job is to lead the implementation of a 5-year Leave No Girl Behind (LNGB) project, funded by DFID. Other responsibilities include ensuring that robust monitoring and evaluation (M&E) information is used to inform quality programming. Technical support is to be provided to all other sectors in relation to education activities and improving the livelihoods of project beneficiaries.

General Responsibilities

  • Promote accountability and ensure compliance with Concern’s Programme Participants Protection Policy, Anti- Fraud Policy and Humanitarian Accountability Partnership (HAP) standards, including the complaint and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
  • Promote equality, especially gender, within the organization and across project, in line with Concern’s Equality Policy and, ensure targeting and
  • Project implementation is informed by how Concern Understands Extreme Poverty (HCUEP).
  • Ensure links between Concern projects and at local, district and national level.
  • Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organization, guided by organizational policies and Concern’s Code of Conduct.

Specific Responsibilities

Human Resource Management:

  • Assist in identifying training needs for staff and provide (or coordinate) the training necessary for the delivery of a high quality education programme. In particular, build the capacity of staff involved in the programme through the provision of technical support, training and advice;
  • Support staff with regular visits to the field to complement the information garnered through reports and discussions.

Programme Management:        

  • Manage the LNGB project as per the project proposal and budget secured
  • Lead the project implementation of the LNGB  in line with organisational policy framework and donor requirement
  • Co-ordinate and manage project staff and conduct PDR of each staff
  • Ensure linkages, synergy and complementary with other Concern sector programmes through joint planning, monitoring and evaluation with the coordinators and teams of other sector programmes;
  • Take a lead on researching new initiates that lead to improved education outcomes for children, specifically for out of school girls, and initiatives to improve school safety, particularly for girls with disabilities;
  • Develop plans and implement teacher training initiatives, particularly around the needs of out of school girls, adult literacy and TVET;
  • Implement with  TVET institutions on short term training revision/development as per market driven income generating scheme
  • Develop capacity building strategies (for partner and Concern staff)  to ensure partner support;
  • Ensure that issues of gender, equality, safe learning (with a focus on school-related-gender-based-violence), accountability, risk and vulnerability are addressed and monitored;
  • Ensure our teams have strong community facilitation and coaching skills, and have a good understanding of participatory and child centred learning methodologies;
  • Support the management and development of  research and advocacy interventions related to the programme, specifically in relation to improving learning outcomes by addressing SRGBV ;
  • As the budget holder for the education projects, oversee and support the budgeting (submission of budget revisions), expenditure tracking and all aspects of financial management of the programme;
  • Participate in all budget planning, projections, monitoring and financial reporting exercises with regular liaison with the Country Financial Controller
  • Produce high quality programme reports
  • Demonstrate an advanced understanding of instructional strategies for students with disabilities, and girls out of school.

Networking

  • Represent (or coordinate representation of) Concern at district and Zonal education meetings, while coordinating with NGOs and other organisations to ensure Concern’s work is linked into the bigger national picture;
  • Provide technical support to Ministry led working groups at Zonal and district levels;
  • Work cooperatively with other component coordinators to plan education services integrated with health, livelihood, nutrition, parent involvement, and social services;
  • Link with the government at the district and Zonal levels to ensure that programming is jointly planned and that the sustainability of the interventions is maximised;
  • Ensure positive linkages with other agencies within the Education Consortium to maximise coordination and learning. Ensure Concern’s policy and strategy framework are represented within the Education Consortium programme;
  • Enhance programme integration and efficiency in targeting the poorest, through liaising and planning with coordinators of the other Ethiopia sector programmes;

Programme Planning Monitoring & Evaluation (M&E)

  • Strengthen the monitoring and evaluation systems for the Education Programme; ensuring the programme M&E plans are implemented and revised as necessary, all staff and partners understand their roles related to M&E, and all programme documentation is based on robust data;
  • Ensure that Concern’s Programme Cycle Management  System (PCMS) and M&E guidelines are followed throughout programme development and implementation;
  • Ensure programme data is used for programme learning and revision, where applicable;
  • Ensure effective monitoring and evaluation is in line with Concern policies, and uses standard and approved tools to measure impact and ensure efficiency against programme indicators;
  • Support the team and partners to analyse data collected and to use the information to inform programming;
  • Ensure M&E is incorporated into all education programme plans;
  • Support the development of downward accountability mechanisms as an integrated part of the planning and evaluation cycles

Coordination with other sectors

  • Provide technical assistance and advise to the project area; and Programme Coordinators on issues of education, particularly for girls’ education and non-formal education activities including Life Skills and ASRH Ensure work related to addressing School Related Gender Based Violence is implemented in a holistic manner, in collaboration with Health team (particularly related to PHU support), and wider integrated program and other actors.
  • Ensure that the following development and cross cutting approaches are incorporated into targeting and programme implementation:
  • How Concern Understands Extreme Poverty (HCUEP) especially equality and risk (including HIV&AIDS) and DRR;

Safeguarding:

  • Raise awareness on the Code of Conduct and associated policies (namely the Programme Participant Protection Policy, Child Safeguarding Policy and Anti-Trafficking in Persons Policy).
  • Be aware of and support individuals who wish to make a complaint and signpost them to the appropriate complaints mechanisms.
  • Ensure access to an up to date directory of services and referral mapping within the local area.
  • Liaise with the Safeguarding Office for guidance and support.
  • This role description may change as safeguarding evolves within Concern.

Gender Equity : 

  • Ensure that programme/project staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all programmes/projects
  • Coordinate with the Gender Equality Coordinator in planning,  allocating and implementing a programme budget for gender mainstreaming
  • Ensure that programmes have a thorough gender mainstreaming design and plan from the conceptualization stage
  • Ensure that gender mainstreaming is effectively implemented and monitored throughout the project cycle management process.
  • Ensure that gender sensitive indicators and M & E plans are in place and that they are effectively monitored

Ensure quality reporting on gender mainstreaming in all programme reports

Emergency response: 

Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

Other

  • Ensure team members/partners are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability.  Contribute to the implementation of these policies.

Job Requirements

Essential:

  • BA/BSc in education, development studies/economics, rural development, social science and other related discipline with a combination of relevant experiences
  • Minimum  three years’ experience working overseas in education, women economic empowerment and livelihood related development programs
  • Experience in linking education promotion with livelihood development  through local institutions
  • Experience in results based management and M&E (including quantitative and qualitative methodologies, Base line/Conceptual analysis etc.)
  • Technical understanding related to girls’ education and interventions, including SRGBV;
  • Experience on DFID projects management
  • Experience of coaching, training and building the capacity of staff
  • Experience in budget management

Empathy with Concern’s vision, mission, goal and objectives and commitment to capacity building, protection and participation.

Desirable:

  • Experience working  in development programs in a project manager role
  • Experience with girls’ education and needs

Concern was founded by John and Kay O’Loughlin-Kennedy in 1968, as a response to the famine in the Nigerian province of Biafra. The famine was largely precipitated by the conflict that followed Biafra’s attempt to secede from Nigeria.

John’s brother, Father Raymond Kennedy, a Holy Ghost Priest, had returned to Ireland from Nigeria with news about the plight of people in Biafra where widespread famine was becoming a reality due to the Nigerian blockade of food, medicines, fuel and basic necessities.

John, Kay and Raymond held a press conference in the Shelbourne Hotel to raise awareness and funds. This allowed them send the first ‘mercy flight’ to Biafra.

But much more was needed,  some weeks later a larger meeting was called in the home of John and Kay, Africa Concern was formed and the fundraising continued.

Send One Ship

Africa Concern with the Knights of Columbanus launched an appeal in June 1968 for the famine in Biafra with the slogan "Send One Ship".

Becoming Concern

On 29 September, a 600 tonne ship named the Columcille arrived at Sao Tome, a Portuguese island off the coast of Biafra, filled with vital supplies of powdered food, medicines, and batteries. In 1970, a huge cyclone hit East Pakistan (now Bangladesh) and the public were asked to respond. Africa Concern simply became Concern.
