OVERVIEW OF THE POSITION

The Somali education administrations are composed of Somaliland, Puntland and Federal Government of Somalia States including Jubaland, South West, Hirshabelle and Galmudug, each having its own Ministry of Education (MoE). Each administration is at different levels of educational development and as a result, education activities are based on differing priorities and agendas.

The Federal Government of Somalia (FGS) has shown considerable improvements in its fiduciary mechanisms and has therefore approached donors to channel its support through budget support systems of which the European Union has heeded that call by paying its contribution directly to FGS Treasury which in turn reflects it on the education budget. Somaliland and Puntland Ministries have their own Education Sector Strategic Plans (ESSPs). The three MoEs have made effort to demonstrate their commitment to the achievement of the goals of the ESSPs but require technical assistance to coordinate, plan and prioritize the education activities.

The bulk of sector coordination in Somalia is driven by the various Education Sector Committees (ESCs) held in Mogadishu, Hargeisa and Garowe in which ministries of education and local implementing partners are represented; donors receive updates but do not actively participate in these meetings. However, donors actively attend the ESC meeting held bi-monthly in Nairobi, up to December 2019, which is set to fold up in favour of field based ESCs. Nairobi ESC was only for information sharing and promotion of alignment of donor support. Based on the directives from Somali government, Education Partners are relocating to Mogadishu to enhance coordination and communication with the federal Ministry of Education, Culture and Higher Education (MoECHE) and local ESC Committees and in effect strengthen education delivery in Somalia.

A recent Education Sector Coordination Mechanisms Review commissioned by the European Union sought to ‘provide recommendations for streamlining the education sector coordination mechanisms into more effective, coherent, and productive coordination structure contributing to aid effectiveness’. On the whole the report confirmed that the ESC is generally a good coordination structure, and it would continue to operate but its functions require clarification and review. The thrust of the report, with the objective of making the ESC more strategic and effective, were two fold. Firstly to find what, when, where, and how development partners are working in Somalia and to align development programs so that synergies are exploited and sustained’. Secondly, it was to make the office of the ESC Coordinator an information repository of all programs funded by all Development Partners and the government. Coordination and aid mapping are to be achieved in complementarity with MoECHE Delivery Unit and the Aid Information management System of the MoPIED. Furthermore, the report has recommended the following points which were approved unanimously in Mogadishu and Nairobi ESCs.

  1. Nairobi ESC should be disbanded and replaced with strong field ESCs probably merged with the Pillar Working Group. The meetings may be held in the field on a rotational basis. Similarly, FMS should have their own ESCs whereby FGS MoECHE to support the formation and development of the TOR
  2. Creation of a Nairobi based donor group.
  3. Explore possibility of using budget system to enhance government capacity and ownership.
  4. Strengthening the role of the ESC Coordinator
  5. Provide Technical assistance to strengthen change management of the ministries of education of the three authorities.Additionally, the FGS ESC has recommended that the ESC Coordinator should support the formation and development of local ESC Committees in the respective ministries of FMS particularly Galmudug, Hirshabelle, South West and Jubaland to enhance their coordination mechanisms with implementing partners.

GENERAL FUNCTIONS

Role objective:

The Education Sector Coordination Expert will work under the overall guidance and leadership of the ministries of education, taking note of their different priorities, and will coordinate with other technical advisors. The Expert will provide support and technical assistance to the Ministries including Federal Member States on coordination, strategic planning, education sector planning frameworks, resource mobilization strategies, communications, monitoring and evaluation, and inter-government coordination. To take the ESC to the field, the expert is required to train FMS MoEs on the establishment of committees comprising all stakeholders under the chair of the ministries and our client. He/She will also help develop TORs for both the FMS ESCs and the field ESCs.

The ESC Executive Committee comprising donors, UN agencies and the co-chairs will manage the contract of the Education Sector Coordination Expert. DGs of the Ministries of Education are co-opted in the ESC Executive Committee discussions depending on availabilities. Expected deliverables of the individual and timelines (where known)

  • Immediately upon assuming his/her duties the coordinator is required to develop a very specific time-bound plan with output for each ESC he/she will support to be approved by the Ministries of Education, as well as the Executive Committee of ESC through the co-Chairs. Coordinate with Federal Member State authorities, State institutions, Education Cluster, local civil society and other relevant actors.
  • Assist the ESC to identify problems within the education system that the ESC believes is well-placed to address.
  • Share information with ESC members about donor partners’ existing and planned programs and activities related to the education sector.
  • Disseminate results of technical studies and reviews undertaken by the target MoEs and donor partners to promote shared learning.
  • Share minutes of ESC/Technical Working Groups meetings and information of interest on decisions taken by the ESC membership.
  • Facilitate coordinated policy dialogue and technical support on strategic issues in education with regional education administrations, the private sector and civil society organizations.
  • Support policy formulation, the establishment of policy benchmarks, and track progress against such benchmarks.
  • Other tasks as requested by the members of PWG 7 education sub-working group.
  • Provide updates to the education donor group if and when necessary.

ESSENTIAL EXPERIENCE

Education:

§ Master’s degree in Education, Public Administration, Management or any related social science field and/or Master’s degree in Policy Planning.

Work experience:

§ Minimum of 10 years of demonstrable relevant Education experience.

Geographical experience:

§ Minimum of 10 year of experience in Africa (essential).

Languages:

§ Fluency in English and Somali are essential.

Facilitating Groups (Enables cooperative and productive group interactions)

Other relevant information:

The organization and our client may agree to reschedule deadlines if unforeseen circumstances arise. In the event that such rescheduling has not been agreed in advance by exchange of letters, and submission of scheduled drafts should not occur within the deadlines indicated within these ToR and the implementation framework, a fine of two percent of the total value of the contract may be deducted. In the event that our clinet is unhappy with the work produced by the organization, they may opt to terminate the contract or mutually agreeable terms. Likewise, if the organization is unhappy with new conditions given by its client it may opt to withdraw on mutually agreeable terms.
