OVERVIEW:

The Education Subsidy Officer will work closely with the Education Subsidy Manager to ensure efficient, effective and timely roll out of strategies and guidelines to support the implementation of the education subsidy program. He/She will participate in reviewing existing guidelines and Standards of Practice based on field experiences and in the development of appropriate tools to track progress at household, community and school. The Officer will work closely with the Implementing Partners and CSO staff during selection and enrollment of beneficiaries into the education subsidy initiative and selection of schools ensuring adherence to the program guidelines. The Officer will ensure that planned activities with the districts, schools, communities and caregivers are implemented with the utmost efficiency and in a timely manner, identify challenges and bring them to the attention of the Education Subsidy Manager and entire SOCY management for a timely response. The Officer will ensure adherence to school fees payment procedures, track payments and put in place measures to track receipt of scholastic materials and other supportive logistics by the beneficiaries. The Education Subsidy Officer will work closely with field IP and CSO staff to ensure a coordinated and complementary approach to implementation of all SOCY interventions at household, community and district level including strengthening of available platforms such as the monthly integrated case conferences, quarterly referral reflection meetings while linking with the Subcounty and District OVC Committees.

The Education Subsidy Officer will carry out the following duties:

SPECIFIC Responsibilities:

  1. Support the Education Subsidy Manager in the design of strategies and activities to support implementation of the intervention
  2. Participate in the review of existing guidelines and Standards of Practice based on field experiences and update as needed
  3. Support IPs and CSOs in the selection and enrollment of subsidy beneficiaries as well as selection of schools in line with the program guidelines
  4. Support IPs and CSOs to integrate monitoring of education subsidy beneficiaries’ school attendance into current home visit schedules/activities and ensure reporting
  5. Support IPs and CSOs to develop school monitoring plans and develop tools to facilitate the process and ensure tracking and reporting
  6. Provide technical support to IPs and CSOs in structuring and implementing of comprehensive and supportive interventions to the education subsidy program including strengthening of school clubs, conducting care giver group meetings, engagement with school management committees, the district leadership and other community activities to create a protective environment around children.
  7. Work with the Education Subsidy Manager and the Finance Officer to put in place mechanisms to track school fees payment and receipt of scholastic materials by OVC in the subsidy
  8. Work with the M&E unit to strengthen data collection, analysis and reporting for the education subsidy within existing project system
  9. Ensure proper storage of all education subsidy documentation including beneficiary and school related information

KEY WORKING RELATIONSHIPS:

Internal to Organization: Reports to the Education Subsidy Manager, and relates with the Service and Linkages Technical Manager, Household Economic and Systems Strengthening Teams, SOCY Finance and Compliance team, Deputy Chief of Party, Chief of Party and CRS country team

External to Organization: SOCY Partner staff, District Education Officers, School Headteachers, Social Workers, Para-Social Workers.

Qualifications:

  1. Bachelor’s degree in Education, Social Work and Social Administration, Development Studies
  2. Work experience in a similar position, preferably with an International NGO or UN Agency with a good understanding of project management, administration, HR and finance.
  3. Ability to plan resources and actions to ensure timely and efficient service delivery.
  4. Ability to work in a fast- paced office environment, ability to assimilate and analyze situations, plus skills in handling competing work priorities
  5. Ability to interact effectively with internal and external counterparts at various levels.
  6. Fluent written and spoken English.
  7. Knowledge of Microsoft Office software (Word, Excel, Outlook, and Internet) required.
  8. Desire to work effectively in a team oriented environment with minimum supervision.
