The Education Technical Advisor takes overall responsibility for the strategic direction, portfolio growth and coordination of Save the Children work in Côte d’Ivoire on basic education (including education in emergencies), teachers’ education, policy advocacy and community/children mobilization in Cote d’Ivoire (CIV) Country Programme.

As a member of the Programme Development, Quality and Advocacy Department (PDQA), the Education Technical Advisor is responsible for leading and overseeing the development and delivery of high quality, innovative, cost effective programs in education, resulting in immediate and lasting change for children. S/he is also responsible for monitoring program quality, initiating and taking technical leadership in education-focused studies, documentation and dissemination of innovations and good practices by working together with other members of PDQA team; leading on policy research and advocacy on education through networking and collaboration with relevant civil society organizations and other institutions and academia; playing a leading role in establishing, maintaining and expanding donor relations in the respective thematic area.

EXPERIENCE AND SKILLS

  • Post-graduate degree in education with additional training in education planning and management and project planning and management techniques
  • A minimum of 10 years of relevant technical experience at senior level
  • Sound and proven knowledge of current global and regional debates on quality and employment-oriented education policies and models
  • Proven experience in aggressive fundraising and portfolio growth
  • Proven experience of developing and monitoring the implementation of high quality, innovative and cost-effective technical education projects similar contexts with International NGOs/International Organizations
  • Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • Excellent fluency in English, both verbal and written, mandatory.
  • Experience working as a donor (preferred)
  • Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mindsets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
