Social Impact is implementing the USAID/Somalia’s USAID’s Evaluation, Learning, and Monitoring Initiative (ELMI) activity which provides support for monitoring, evaluation, and program related services to USAID/Somalia. The current USAID strategy for Somalia aims to build a durable foundation for a more stable, democratic, and prosperous Somalia in three primary technical areas: (1) democracy, stabilization, and governance; (2) education; and (3) economic growth.

Position Summary

SI is recruiting three Field Supervisors (FS) to oversee field activities for the ELMI Monitoring, Verification and Reporting (MV&R) work in different parts of Somalia. Reporting to the Field Coordinator, the FS will oversee MV&R field data collection in their allocated geographies and ensure that field teams comply with laid down guidelines and procedures. The FS will liaise with the Team Leaders from the assigned sub-partners. One FS position will be based in Mogadishu, one will be based in Kismayo, and one in Baidoa.

Responsibilities

· Review and assess the sampled quarterly and monthly verifications together with the sub-partner data collection firm

· Work with the sub-partners in preparing the monthly fieldwork plans, providing advice on logistics and submitting these to the Field Coordinator for approval.

· Plan and coordinate field team deployments for data collection and verification.

· Communicate associated accessibility and security concerns, if any, of targeted verifications sites.

· Support in identifying targeted respondents in line with the sampling plan and criteria as defined in the activity sheets.

· Log and track due diligence and operational assessments conducted, suitable mitigations adopted and risks with the support of the Field Coordinator and Social Impact Security lead.

· Review and communicate all changes to fieldwork plans as necessary

· Review the alignment of the activity sheets developed by the MVR team with the activity on the ground.

· Organize meetings with IPs / Sub IPs to discuss verifications and obtain required documentation.

· Initiate and facilitate meetings with local government officials and stakeholders where needed to obtain necessary buy-ins and approvals

· Support the MV&R Analysts by collecting documents required for review.

· Escalate and coordinate incident responses, acting as the focal point between programme operations staff in Nairobi and Somalia-based monitoring teams.

· Supervise data collection to ensure that field monitors are conducting interviews by set guidelines and procedures

· Conduct initial review of incoming verification data from the Field Monitors or implementing partners to ensure completeness, clarity and accuracy.

· Provide timely feedback to, and requests for clarification from, the sub partner to allow for revisions and additional data collection when necessary, and progressive data quality improvement over time.

· Assist in capturing key trends and collecting local context information as required.

· Conduct random spot checks to verify that field monitors have visited verification sites and provide on-field supervision

· Review daily check-ins submitted by the Sub-partner Team Leaders to ensure verifications are on track

· Undertake follow-up visits and consultations with IPs for further clarifications on issues emerging from the verification data as requested by the MV&R team.

· Participate in debriefing sessions on each verification round providing key contextual insights on IP delivery and developments in Somalia.

· Support and participate in field team training, identify training needs, and develop training materials with the Field Coordinator

· Organize and deliver training to address technical competencies, tool use and interpretation or thematic understanding.

Qualifications:

· A bachelors degree in social sciences, international relations, economics, statistics, and/or any other relevant field.

· Minimum five years’ experience in data collection and field supervision.

· Excellent English writing skills and speaking ability.

· Somali language proficiency.

· Good understanding of Somali culture and operating environment.

· Willingness and ability to travel to different parts of Somalia as needed.

· This is a Somalia based position open only to Somalia Nationals
