JOB CONTEXT:

Reporting to the program of the country (or the Area Manager) where he/she is based (Sudan, Chad or Egypt), the Emergency Cash and Markets Project Manager contributes to the implementation of Humanity & Inclusion’s mandate. He/she will contribute to the Sudan crisis emergency response by conducting a rapid needs assessment to identify priority needs related to Basic Needs (WASH, Shelter/NFIs, and Food Assistance), by identifying strategic priorities for cash interventions in coordination with the Operations Manager or Area Manager and other HI sector PMs, by recruiting and training qualified staff and launching relevant activities. He/she will also ensure optimal quality and impact of the emergency cash interventions implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation.

Context

On 15 April 2023, clashes erupted between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), with devastating consequences for civilians. According to IOM estimates, as of 5 May, approximately 736,223 individuals have been displaced internally as a result of the conflict – mainly in the states of Khartoum, Northern, Blue Nile, North Kordofan, North Darfur, West Darfur and South Darfur. The fighting is severely exacerbating the already fragile humanitarian situation in the country.

The number of people fleeing Sudan continues to rise. According to IOM estimates, as of 5 May, 177,116 individuals have crossed into neighbouring countries. The most significant cross-border movements so far have been Sudanese refugees arriving in Chad and Egypt, and South Sudanese returning to South Sudan. In Egypt, more than 40,000 Sudanese people and 2,300 foreign nationals have accessed the Sudan-Egypt border as of 1 May, through two border points: Qastal and Arqeen,

according to the Government. In Chad, more than 21,000 refugees, out of an estimated 30,000 new arrivals, have so far been verified, physically counted and identified. However, some new arrivals are still staying out in the open or under trees, while others are sleeping in makeshift shelters close to the border. More than 27,000 people have arrived to South Sudan, 89 per cent of them are South Sudanese returnees, as of 1 May, according to IOM and UNHCR. In the Central African Republic (CAR), about 6,000 people, including 400 Central African returnees, have reportedly preventively crossed the border from Sudan and are living in host families and spontaneous settlements in Am-Dafock, as of 29 April. Prior to this crisis, the northern region of CAR was already experiencing acute food insecurity and, with traffic between Sudan and CAR severely disrupted due to insecurity along the border, there has been a sharp increase in the price of basic commodities.

HI’s positioning in Sudan and neighbouring countries

Currently,HI does not have a presence in Sudan but intends to deploy emergency personnel to launch a needs assessment with a particular focus on physical and functional rehabilitation, Explosive Ordnance Risk Education, Inclusive Humanitarian Action and Logistics platform (locations to be determined).

In Egypt, HI works with local actors and service providers to improve access of children to early detection of disabilities among toddlers and to provide early intervention services. It intervenes among most vulnerable to identify children with disabilities and ensure their access to health and learning services.

In relation to the Sudan crisis, in Egypt, HI intends

  • to launch a rapid multi-sectoral needs assessment in Aswan governorate
  • to support local partners in implementing emergency humanitarian action
  • potentially support with the provision of Psychosocial support services, Mental Health referencing and basic needs (TBC based on needs assessment)

In Chad, HI implements emergency response interventions and development projects in the fields of assistance to victims of violence, inclusion, mine action, physical and functional rehabilitation and inclusive education in emergencies. The programme seeks innovative and sustainable solutions to effectively respond to real needs and to support the socio-economic development of the most vulnerable through inclusion and the development of income-generating activities and vocational training.

In the Lac region, HI contributes to the protection and education of children and carries out risk education activities for the host communities and displaced people affected by the crisis. The programme also runs conflict transformation, social cohesion and inclusive local development activities.

In relation to the Sudan crisis, in Chad, HI intends to potentially provide Humanitarian to Humanitarian (H2H) services following an assessment led by Atlas Logistique and supported by an Inclusive Humanitarian Action (IHA) emergency manager.

YOUR MISSION:

Reporting to the Operations or Area Manager, and in close collaboration with the country Head of Programs, the Emergency Cash and Markets Project Manager contributes to the implementation of HI’s emergency response strategy in the area of operations. He or she is responsible for the implementation of his/her project which shall aim to address economics needs of vulnerable displaced persons.

He/she ensures the optimal management of resources allocated to his/her project, and coordinates with HI Logistics, Finance, and Human Resources services for a timely and efficient assistance delivery. He/she regularly reports to the Area Manager and other Managers involved in HI’s strategy implementation in-country (i.e., Rehabilitation, MHPSS, other fields of expertise according to HI’s mandate and evolution of needs).

Mission 1: Management

  • Line-manages the project’s team members (sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences).
  • Organizes and leads regular team meetings.
  • Manages the recruitment and selection of new team members/open positions.
  • Ensures strict application and respect of the program’s Internal Regulations by the project team.

Mission 2: Expertise – Cash Transfer for vulnerable displaced persons:

  • Assessments: To conduct rapid assessments at the community level to identify priority needs related to Basic Needs (WASH, Shelter/NFIs, and Food Assistance).
  • Project Strategy: To identify strategic priorities for cash interventions in coordination with the Area Manager and other HI sector PMs.
  • Technical Tools – Setup all the necessary technical tools and guidance in compliance with HI and CWG frame of operation, as well as in frame within the legal framework of the country where s/he is based. Ensure that those tools are coordinated with other sectors and modalities of intervention of HI and other partners that will include registration tools, distribution monitoring, PDM mechanism and any other relevant tools.
  • Coordination: participate in the local/national working Cash Working Group meetings (remote/in-person) and organize bilateral meetings with other Cash actors to identify gaps and priorities. Foster collaboration on approaches and methodologies at national level. This will also extend to other Basic Needs sectors such as WASH, Shelter/NFIs, and Food Assistance as requested.

Mission 3: Implementation and Monitoring

  • Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures: (planning of activities, action plans, budget management, internal quality/standard checks, implementation of internal policies, collaboration with relevant internal services)
  • Ensures project data management, including appropriate data collection and management.
  • Ensures project reporting, internally and externally, and guarantees the proper archiving of information.
  • Plans and monitors project evaluations and produces project capitalization and learning.
  • Ensure the follow up of referral from other HI teams, specifically in link with the Protection Team.
  • To identify strategic priorities for its activities in coordination with the Area Manager, other HI sector PMs and MPCA specialist.

Mission 4: Influence and communication

  • Contributes to HI’s external influence by participating in relevant networks.
  • Communicates on the project to partners, authorities, and stakeholders when relevant.

Mission 5: Strategy and Business Development

  • Contribute to program or country operational strategy (StratOp).
  • Contribute to new project proposals for the continuity or expansion of the projects, with solid needs assessment data.
  • Contribute to the drafting of new proposals for new opportunities, if necessary.

YOUR PROFILE:

  • You hold a Bachelor’s degree and/or master’s degree in social sciences, economics, business administration or related field
  • You have Professional experience in cash-based assistance programs, including beneficiary targeting and monitoring; but also in market systems analysis.
  • You master core humanitarian standards (CHS) including safeguarding in an emergency context

Excellent French or English (oral and written) are essential – depending on country of mission (French for Chad, English for Sudan and Egypt). Arabic is a plus.
