The IRC has implemented extensive programming throughout Ethiopia, assisting refugees and local communities, since 2000.  Since March 2006, the International Rescue Committee (IRC) has been working with refugee and local communities to understand the causes of physical and/or psychological harm, to support survivors of physical and/or psychological harm, and engage with communities on the prevention of physical and/or psychological harm. The IRC’s Community Wellbeing Initiative (CWI) works to strengthen safeguarding and response systems throughout Ethiopia. Through a multi-sectoral, community-based approach, the CWI supports sustainable knowledge, attitude, and behavior changes that prevent the risk of physical and/or psychological harm against women and girls, and provide adequate support services to survivors of physical and/or psychological harm.

SCOPE OF WORK

The new Emergency CWI Manager will work with the CWI Coordinator, CWI Assistant coordinator, and CWI Addis based staff to provide program technical and operational support to CWI field programs in  Benishangul-Gumuz (BGRs), Tigray, Oromia, and Somali regions. This position provides direct support with frequent field visits to a field-based Program Managers who oversee refugee and Internally displaced People (IDP) programs. The position particularly supports gender-based violence response and prevention responses in emergency settings. With the Addis-based CWI team, s/he will ensure that the sector goals and objectives are met by providing technical assistance, field visits, capacity building, and other support to field-based staff and programs.

 DUTIES & RESPONSIBILITIES

  • Provide ongoing supervision, leadership, capacity building and technical support and guidance to all program staff. Ensure that all staff adheres to best-practice of safeguarding women and girls needs and concerns.
  • Support the continuous monitoring and evaluation of CWI projects so that activities are quality, appropriate and based on clear evidence of the problems, causes, contributing factors, and issues in specific settings.
  • Conduct field visits and thoroughly document findings and recommendations include final review any assessment conducted, safety audit report or any other program learning and evaluation activity.
  • Collect, analyze and disseminate project data and evidence-based information for problem analysis, planning and evaluation with all stakeholders according to schedule.
  • Ensure good project monitoring and evaluation to demonstrate a good plan project implementation and project impact. Assist with planning throughout the project cycle. Ensure that all project requirements and indicators are met and are of a high quality-cost effective implementation, this includes activity guidance, tools or any innovative approach are developed to improve program quality and support the implementation at field level.
  • Review all the CWI grants budgets balances in consultation with field-based CWI Managers and senior officers. Provide technical assistance to field staff on budget tracking and management.
  • Liaise with Operations (HR and Supply Chain) to follow up on program transportation needs and procurement at Addis level, adhere to all IRC policy and procedures.
  • Mentor and support staff’s professional development and foster a positive team spirit to encourage innovatively and quality programming include concrete capacity planning and training to the CWI field team once every quarter.
  • Timely and quality inputs to funding proposals, including writing, logframes, and budgeting; and timely and quality inputs to project reports.
  • Represent IRC in monthly coordination meetings that are established to strengthen coordinated emergency settings.

Job Requirements

  • MA/MSc or equivalent in Health (MPH), Social Science, Humanities or another related field of study/ BA with significant Psychosocial support and counseling experience and training considered
  • Four years/Five years of professional work experience for MA and BA subsequently
  • Proven experience in managing physical and/or psychological harm programming in an emergency context including in internally displaced people (IDP) context.
  • At least 1 year of  management experience
  • Previous experience in project and grant management in conflict or post-conflict situations preferred
  • Demonstrated experience in proposal development, including practical experience with budgeting, log frame development, and writing of technical descriptions; and excellent English writing skills
  • Demonstrated experience in capacity building and mentoring
  • Thorough understanding of physical and/or psychological harm against women and girls theory and practice
  • Proven experience in developing competency-based training modules
  • Demonstrated leadership, communication, and facilitation skills
  • Proven experience in proposal design, development and writing skills, including donor reporting.
  • Excellent interpersonal and problem-solving skills and flexibility
  • Strong written and oral English skills required.
  • Excellent computer skills: MS Word, Excel, PowerPoint

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
