ORGANIZATIONAL CONTEXT

Based in Dakar Regional Office, the Emergency Preparedness and Response Officer –Conflict Sensitivity is expected to help the organization (WFP) enhance its capacity to integrate conflict sensitivity in its programmes, in a context of increasing insecurity and needs, and to provide advisory support on the design and implementation of programmes in a Nexus approach. She/he will also advise on the conceptual thinking and strategies pertaining to Nexus in the region, anticipating on areas that could become at risk because of the expansion of violent conflict.

Efforts to integrate conflict sensitivity and peacebuilding, and promote a Nexus approach in WFP programmes are informed by: WFP’s Humanitarian Protection Policy (2012), WFP’s Policy on its Role in Peacebuilding in Transition Settings (2013), WFP Policies on Humanitarian Principles (2004) and Access in Humanitarian Contexts and WFP Guidance on Data Protection and Privacy (2017), and the Nexus guidance developed on the basis of the resolutions on Sustaining Peace in the UN Security Council and General Assembly and the Secretary General’s inaugural speech in 2016, emphasizing the significance of insecurity as a driver of vulnerability and calling for the development, peace and security, and human rights pillars to work together to prioritize prevention, address root causes and support institutions for sustainable peace and development.

The Emergency Preparedness and Response Officer –Conflict Sensitivity will report to the Senior Regional Emergency Preparedness and Response Advisor / Head of the EPR team and work closely with other members of the team, in particular the Humanitarian Policy Advisor and the Access Advisor, as well as the Programme team.

THE ROLE

This position’s core purpose is to provide remote and hands-on in-country support to integrated emergency preparedness and response scale up at Country Office (CO) level, plan and support field emergency response operations to ensure an effective response in terms of food assistance, and provide technical expertise and backstopping support to CO on conflict sensitivity and peace.

In order to achieve an uplift in peace and conflict sensitivity in WFP programmes, a network of peace and conflict focal points is envisaged, anchored in regional bureaux. This role is thus part of a wider strategy to strengthen contributions to peace from food security programming and increase the application of conflict sensitivity across WFP, in a structured and phased manner.

Specifically, under supervision from the Senior Regional Emergency Advisor/Head of EPR, you will support the development of new initiatives to support the COs’ efforts to bridge the humanitarian-development – peace nexus, as well as ensure the integration of conflict sensitivity across programming and strategy within COs, particularly those in the Sahel and Lake Chad Basin regions.

KEY ACCOUNTABILITIES (not all-inclusive)

Providing support and operational guidance to WFP emergencies in the region:

  • Deployments to sub-office in crisis-affected areas;
  • Ensure effective design, development and/or revision of WFP’s Concept of Operations and provide first-level clearance of project documents/revisions directly related to the emergency;
  • Ensure that emergency operation complies with WFP emergency rules, regulations and policies;
  • Coordinate as required with government counterparts, UN agencies, donors, Red Cross/Crescent Movement, NGOs and regional organizations;
  • Ensure corporate operational information management requirements, OTF, STF, etc.;
  • Ensure cross-functional alignment and integration in support of efficient emergency response and constant operational oversight.
  • Integrate conflict sensitivity within these processes and entry points.

Provide technical advice and programme support to RB/CO to promote conflict-sensitive approaches:

  • Conduct conflict analysis, conflict sensitivity assessments and actors mapping in collaboration with security analysts and access staff from CO, RB and HQ levels, to identify threats and opportunities to mitigate and prevent risks linked to conflict dynamics;
  • Advise the regional bureau, respective country offices and cooperating partners on the implementation of mitigating measures in operations and appropriate adjustments to ensure WFP crisis response operations are sensitive to conflict;
  • Support principled humanitarian action and act as a conflict-sensitivity focal point – as and when needed/requested by the Regional Bureau and the respective country offices;
  • Provide strategic and technical support for the mainstreaming of conflict-sensitive practices across WFP operations in the region.

Provide technical advice and programme support to RB/CO:

  • Under the supervision of the Senior Regional Emergency Preparedness and Response Advisor / Head of the EPR, provide direction, conceptual and operational guidance to RBD and COs on the development of Nexus approaches;
  • Provide direct support on the development of concept notes and project proposals to ensure programme design supports the coordination of humanitarian, development and peace objectives and meets collective outcomes defined at country level;
  • Regularly re-assess implementation of Nexus approaches and strategies and make recommendations for appropriate shifts;

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

You have:

  • Advanced University degree in Humanitarian Affairs, International Development, Conflict Studies, Emergency Assistance or Disaster Management, or other relevant fields. Or First University degree with additional years of related work experience and/or training/courses.

EXPERIENCE:

You have:

  • At least five (5) years providing technical support to integrate conflict sensitivity and better peacebuilding practice into programmes of relevant work experience, of which five (3) in managing emergency responses in complex humanitarian environments;
  • Solid experience working with humanitarian actors, UN agencies and NGOs, peacekeeping missions, as well as with the inter-agency mechanisms and the IASC.

LANGUAGE:

You have:

  • Fluency (level C) in the English language.
  • Fluency (Level C) in the French language.

  • Strong knowledge concerning the overlaps and dilemmas between humanitarianism and peacebuilding
  • Knowledge of key humanitarian policies, strategies, and coordination mechanisms for complex conflict situations;

TERMS AND CONDITIONS

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
