Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

SCOPE: 

Under the direct supervision of the Field Coordinator IRC Adama field office and the technical supervision of assistant ERR coordinator at Addis,   the EH- Emergency Response Manager will  lead the  IRC Adama ERR and EH  sectors, actively lead & engaged in emergency assessment,  proposal developments,  response planning and response set up, reporting, team management, monitoring and post intervention assessment, facilitating trainings, team development & capacity buildings  and coordination & representation at WASH cluster in the region and at the Zonal levels where IRC has presences in ERR ad EH  projects/programs.

Major/key responsibilities: 

Technical Support 

•       Take part in multiagency field assessments (seasonal, rapid) and quick need assessment in the event of an emergency with Addis and field team as well as with partners.

•       Assist IRC Ethiopia Emergency Response Team and field offices in surveys, assessment, response planning, in implementation and monitoring of emergency responses.

•       Take deployment assignments and organize and lead emergency operations assessment in new locations in the field, assist in hiring field staff, locating warehouse and office and set up emergency response in new areas when needed.

•       Lead emergency response team in new intervention areas and implement quick responses for brief period as required.

•       Facilitate emergency response capacity building trainings and workshops for IRC and partner staff.

•       Assist field offices in preparation and review of emergency response proposals.

•       With guidance from Emergency Response Assistant Coordinator, assist the IRC Cash Transfer Programming initiative and emergency preparedness micro planning.

•       Assist in set up, implementation and monitoring of beneficiary feedback mechanism.

•       Prepare BOQ of materials and labor for hard ware activities including water scheme rehabilitations, new water scheme developments, sanitation facilities and other infrastructures under ERR and EH projects.

•       Monitor and make sure that all hard ware constructions are done with in the required qualities and time frame.

•       Support the national warehouse hub at Adama by doing the technical inspection of program supplies and equipment technical for ERR and EH programs/projects.

•       Provide technical support for other departments as required.

Programs Management 

Grant, Budget and procurement Monitoring and Management

 

•   Take the lead in the preparation of proposals, CN, wok plans, procurement and Spending plans in collaboration with the ERR/EH team and other departments.

•   Assist in tracking and review of spending of ERR and EH interventions in the field in line with original plan, and burn rate goes in line with the activity implementation progress and  take actions timely.

•   Lead the project cycle meetings (POM, PIM, PCM, PLM) and monthly Budget Vs Actual review meetings  are communicated and facilitated as per their standards and ensure the action points assigned for IRC Adama ERR/EH Adama team are addressed, tracked and reported on time.

•   Assist in tracking of emergency supplies dispatch, distribution and utilizations in different disaster affected communities and construction sites including full documentation.

•   Closely follow up the Budget Vs Actual through online system and closely work with finance, supply chain, HR/Admin, Field coordinator and Addis ERR/EH team on the cleaning up of the commitments in the BVA.

 

Proposals, Monitoring and  reportings:

•   Collect, Compile  and share  all required internal (  weekly progress updates, monthly progress reports, monthly management reports, intervention trackers, indicator trackers)  and external    reports including ( Donor and government quarter, annual and terminal reports), W4 matrixes, and assessments reports to the required body in their due date.

•    Assist the national ERR team in the review of proposals from partners and by the IRC for direct interventions are as per the requirement and standard,  in making technical monitoring visits and track  of their progress when needed .

•   Take the lead in the development of the  direct intervention proposals and assist the field team and program unit in drafting proposal and  ensure the government agreement  MoU for each  projects are signed with relevant regional government Bureaus on time.

•   Ensure

•       Participate and assist in the monitoring of IRC direct interventions and sub granted projects.

•       Properly facilitate IRC Ethiopia own, government and donor monitoring visits and project evaluations.

•       Conduct frequent field monitoring visit of the IRC Adama ERR/EH projects and provided feedbacks and remedial action in timely manner.

•       Closely work with MEAL team on the project indicator tracking, conducting of different assessments and collection and addressing of client feedbacks.

Representation, Coordination and Working Relationship

•       Build strong work relationship   with IRC Adama and Addis program and operation staff, government and other partners.

•       Work closely with IRC Ethiopia and Adama ERR, EH, Health, CWI, Program and other units for increased integration and team work.

•       Regularly, represent at   Oromia regional and Zonal WASH cluster Coordination and other  relevant emergency coordination forums with NGOs, UN agencies, government Bureaus in regions and share updates on this and emergency situations to supervisor.

•       Assist the WASH cluster in assessment, preparation of guidelines, other technical documents etc.

•       Organize and Share regular IRC update to the WASH cluster including 4W matrixes.

 Team management:

·         Ensure that strong team work build up among Adama and field based ERR/EH team.

·         Ensure  that clear goal set for each of ERR/EH team and  provide coaching, mentoring and ongoing regular feedbacks up on the team performance.

·         Supervise all Adama based and satellite field office based ERR and EH team.

The ERR _ EH manager shall take any additional responsibilities as requested by his/her supervisors, assistant ERR coordinator, ERR coordinator and/or SMT.

Job Requirements

•       BSc Degree or MSc Degree in Hydraulic Engineering, Water Resources Engineering, Civil Engineering or related from a recognized University.

•       At least 6 years of experience for first degree holders, 2 years of emergency response work experience for MSc holders.

•       2 years senior level management experience.

•       Experience in managing emergency programs and experience of team mobilization teams and having good knowledge of project management.

•       NGO experience is preferable on the area of WASH or public health in emergency

Skills required

•       Proven management experience

•       Good project management skills. Ability to plan, organize, and supervise implementation of WASH related emergency responses;

•       Thorough knowledge and understanding of current contexts and management emergencies  in Ethiopia;

•       Experience in leading emergency response team and implementing emergency response and development WASH interventions in local community context at stretched geographic locations and experience in deployment assignment in relevant emergency response in country as well as abroad is a plus.

•       Ability to work under pressure, long working hours and with high workload;

•       Self-motivated, energetic, honest, highly responsible, and punctual;

•       Ability to work as part of a team as well as to work autonomously when required;

•       Very good at computer skill- Microsoft Office (Word, Excel, Power Point and e-mail),  practical skills in  using of AutoCAD, SPSS and related soft wares.

•       Ability to organizing and facilitation of trainings.

•       Skills and experience in staff management, budget management and building effective teams.

•       Have good skill on coordination and integration with government actors and other partners.

•       Have good report writing skill.

•       Good command of both spoken and written English and local language of the area is plus

•       Knowledge of Afan Oromo and familiarity with regional contexts are  an advantages

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
