The Opportunity:

In a context of underdevelopment and chronic poverty, conflicts, insecurity and natural disasters (floods and droughts) are the main determinants of the humanitarian crisis affecting already 7.2 million people in Mali, of which about 50% women, 19% of children under 5 and 3.5% of people aged 60 and over.  Conflict-related violence has reached a level of severity unparalleled in the centre of the country and is paying a heavy price to affected children, women and men. More than 600 civilians have been killed since the beginning of the year in attacks mainly in the Mopti region. The number of internally displaced persons fleeing this violence has almost quadrupled in the Mopti and Ségou regions between May 2018 and May 2019 from 18,000 to 70,000, which represents 58 per cent of the total number of internally displaced persons in the country estimated at around 120,000.

The Emergency Response Manager leads and manages the emergency team and is the interface between the team and the Country Director. Within this role, you will oversee and supervise program development and planning, implementing and monitoring, along with resource mobilization, coordinating, documenting, and advocating. You will also be responsible for the quality and effectiveness of Plan’s emergency response within your designated area of responsibility.

The Individual:

We are looking for an individual who has the ability to work both independently and as a team player who demonstrates leadership and is able to support and train local and international staff. You will be working in disaster affected communities so the ability to communicate in a sensitive manner will be key. Demonstrable previous experience of operating effectively lived in diverse cultural contexts and under extreme circumstances including high security risks and harsh living conditions. Specifically, you will have accountability for the below:

  • Programming – Oversee the management of specific emergency programs, ensuring response activities are in line with Plan International’s standard policies and procedures
  • Representation & Coordination – Represent Plan International with the host Government, both at national and regional level, highlighting key issues of concern impacting on children and in particular on girls.
  • Operational Support – provide supervision of operational support functions, including working within country Security Manager to monitor the security situation, develop appropriate guidelines and standard operating procedures
  • Administration, Finance and Human Resources – Ensure that administrative support functions are established and maintained in accordance with Plan International administrative policies and procedures
  • Information Management – Ensure timely dissemination of situation reports and fundraising material to Plan International’s Headquarters and National Organisations
  • Fundraising –  ­ Develop an appropriate grant pipeline in collaboration with National Offices.
  • Public Relations/Media/Representation – Support Country Director, DRM and Communications Officer in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to Plan’s International Headquarters and National Organizations.

Plan International is an international organisation or development which works in 51 countries across Africa, the Americas, and Asia to promote the safeguarding of children.It is a nonprofit organisation and is one of the world's largest organisations based on children, it works in 58,000 communities with the help of volunteers to improve how 56 million children live. The charity also has 21 national organisations who have been given the responsibility to oversee the raising of funds and awareness in their individual countries.

When they witnessed the conflict change the lives of children, they founded ‘Foster Parents Plan for Children in Spain’, which would later change its name to Plan International. Set up in 1937, the organisation provided food, shelter and clothing to children whose lives had been destroyed by the war.
