The Opportunity

The Emergency Response Manager leads and manages the emergency team and is the interface between the team, Head of Programmes and the Country Director. The post holder proactively strategizes and positions Plan Ethiopia to respond to emergencies and disasters in areas of operation and new areas when necessary. Within this role, you will oversee and supervise program development and planning, implementing and monitoring, along with resource mobilization, coordinating, documenting, and advocating. You will also be responsible for the quality and effectiveness of Plan’s emergency response within your designated area of responsibility.

Assessment, program design and planning

  • In conjunction with the Humanitarian Director, Country Director and Programme Managers & specialists, ensure emergency assessments are executed and develop integrated emergency response plan, design project and clear phase –in & exit strategies are developed.
  • Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.
  • In collaboration with the business development team, assist and advise the Humanitarian Director with securing donor funding for emergency projects.
  • In collaboration with the business development team, oversee project design and proposal preparations for institutional and public funding

Emergency project management and implementation

  • Maintain closer ongoing surveillance of the developing humanitarian emergency situation – refugee crisis, and adjust interventions and activities according to gaps and needs.
  • Ensure adequate monitoring, reporting and acquittal of emergency response activities in accordance with Plan’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
  • Ensure that the different sectoral and sub-sectoral activities are implemented in a coordinated and integrated manner with relevant stakeholders and counterparts.
  • Ensure all personnel understand and carry out their duties in accordance with humanitarian principles, core values, Code of Conduct and the SPHERE standards

The Individual

You will need the ability to work both independently and as a team player who demonstrates leadership and is able to support and train local and international staff. You will be working in disaster affected communities so the ability to communicate in a sensitive manner will be key. Demonstrable previous experience of operating effectively lived in diverse cultural contexts and under extreme circumstances including high security risks and harsh living conditions.

Set up in 1937, the organisation provided food, shelter and clothing to children whose lives had been destroyed by the war.
