Job Summary

The Emergency Team Leader (ETL) has responsibility to oversee and provide leadership to CARE’s emergency response operation in Cabo Delgado and Nampula provinces. The ETL will have responsibility to ensure successful implementation of all projects being implemented in response to the ongoing conflict in northern Mozambique, with line management responsibilities for the sector coordinators and day-to-day operational oversight of the support functions of finance, administration and procurement. With the support of the Safety and Security Manager, the ETL has final responsibility in managing the safety and security of CARE’s emergency team through the implementation and observance of CARE’s safety protocols. The position must also ensure effective coordination between CARE’s COSACA consortium partners and with relevant clusters and coordination bodies operating at the provincial level of Cabo Delgado in Pemba.

Responsibilities

Program Quality Oversite

• Coordinate all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy
• Ensure that different sectoral activities are implemented in a coordinated and integrated manner
• Through managerial oversite of budget holders and sector coordinators, ensure activities are being executed in a timely and budget appropriate manner. Ensure appropriate corrective action is taken on projects in cases where execution and/or spend are not in line with plans
• Conduct regular field monitoring visits to ongoing project activities to monitor progress and quality control
• Monitor ongoing human resources issues and make recommendations and adjustments accordingly.
• Ensure all emergency staff are fully briefed on all aspects of security, social and cultural norms and local conditions and behavior
• Proposal Development
• Identify any potential funding opportunities that may emerge from interactions with stakeholders at the provincial level and communicate these to the ACD-P or PDQC
• Support the proposal development process for all new funding opportunities, working closely with the ACD-P and PDQC to ensure alignment with CO strategy.
• Ensure the timely inputs from Sector Coordinators for new proposals and provide strategic inputs from ETL perspective on project proposal design

Representation

• Represent CARE or ensure CARE is represented by appropriate colleagues in coordination forums (clusters, HCT, COSACA meetings, etc) at the provincial level
• Facilitate donor and potential donor visits at the provincial level and ensure timely and appropriate communication to donors
• Provide updates on CARE programs to external stakeholders as needed (e.g. in cluster meetings and 5 Ws reports)

MEAL and Reporting

• Ensure that Sector Coordinators and other relevant staff provide accurate and high quality inputs to the PDQC for donor report submissions in a timely manner
• Ensure that the M&E obligations for all projects are being carried out and recorded in a timely and accurate manor in line with donor logframes and contractual requirements
• Support the MEAL Coordinator and conduct spot checks on the archiving of all project documents and supporting documents
• Coordinate the with MEAL team and PMs to ensure Accountability mechanisms are in place and effective
• Coordinate the monthly internal sit rep with all departments within the emergency response to ensure timely submission to the PDQC for compilation

Operational Effectiveness

• Provide day to day oversite and management of support functions (Finance, Admin, Procurement, Security, Warehousing), and liaise closely with department leads (PSM, DCD, SSM) to maximise performance, identify and address issues
• Ensure support structure and personnel are appropriate to provide adequate support to the emergency response operation
• Conduct spot checks of finance, warehousing and admin process and documentation

Safety and Security

• work closely wiht the SSM to ensure all programming activities are conducted in as safe an environment as possible
• work with the SSM and have ultimate responsibility for ensuring that all staff within the emergency response team are adhering to Security SOPs and respecting all relevant protocols
• in liaison with the Country Director, take strategic decisions on security and operations for risk management purposes

Qualifications

1. Relevant bachelor’s degree. Masters’ degree in related field is an added advantage
2. At least five (5) years of practical humanitarian aid experience in complex and natural disasters
3. Masters in Social Sciences, International Development or equivalent
4. High level of all aspects of managerial experience – specifically cash transfer programming, including managing multi-million-dollar budgets
5. Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances
6. Demonstrated high level of expertise in representation and negotiation with governments and donors.
7. Ability to work independently and provide leadership to the team
8. Ability to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner
9. Excellent interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders
10. Demonstrate highest level of integrity and commitment to CARE’s core values and humanitarian principles
11. Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions
12. Demonstrate awareness and sensitivity to gender and diversity
13. Experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner
14. Ability to make accurate self-assessment particularly in high stress and high security contexts
15. Excellent English communication skills and working knowledge of Portuguese (both oral and written)
