Purpose:
The project seeks to contribute to the elimination of all forms of violence against women and harmful practices with a focus on female genital mutilation (FGM) and child marriage in Egypt. Enhanced capacity of government and civil society to prevent and respond to gender based violence with particular attention to harmful practices affecting women and girl.
The project aims to reinforce the capacity of national stakeholders and local civil society organization (CSOs) to establish girl- centered protection services and local level surveillance schemes of community level and empower and strengthen girls assets to combat all forms of violence against women including FGM and child marriage and empower girls, women and youth to exercise their sexual health and rights by transforming social norms in Assiut, Sohag and Qena in Upper Egypt.
Supporting out-of-school children enrolled in community schools to continue their learning cycle. The project will focus on children from ages 10 to 14, especially those in Primary 6 (11 years old), who are transitioning from Primary to Preparatory, when more dropouts are registered.
The Opportunity:
To provide programmatic, administrative and other logistical support to
the Empowering Civil Society to Combat FGM/C Project in achieving its goals in line with Plan policies and guidelines to Combat FGM in Upper Egypt, the disempowerment of women and girls age 14-35 years, the lack of capacity of CSOs and the poor collaboration between Local Authorities and CSOs
Dimensions of Role:
- The Field Officer shall be responsible for follow up the project implementation plans, overseeing project implementation and liaising with relevant stakeholders.
- He/she will also provide supervision, technical support and guidance to the project partners and CSOs.
- The Field Officer will be responsible for producing project progress reports aligned with donor requirements, annexes monitoring activity progress in the field and provide accurate and timely status reports and support development of external donor reports.
- He/she will also oversee financial spending for the project – both for Plan and implementing partners.
- Field Officer will support the coordination of all activities of the target beneficiaries and CSOs.
- Field Officer will provide partners and CSOs with technical and capacity support.
- The field Officer will perform his/her duties and responsibilities in accordance to the project proposal and in addition to the programmatic, administrative and financial policies/ regulations of Plan International.
- He/she will also be responsible for supporting the development of project implementation plans and ensure effective coordination and team work.
- Field Officer will facilitate regular collaborative partner and other staff reflection and coordination meetings and to ensure effective implementation of project activities as per the set timelines and develop mechanism for implementation plan review and modification to achieve the set objectives.
Typical Responsibilities – Key End Results of Position:
- Works together with Plan staff Sub grants CDAs and other technical partner/s in developing activity plans, reports, and other implementation and monitoring tasks, as required.
- Represents Plan in a “front-line” role, effectively and efficiently communicating the project’s objectives, activities and methodology to project stakeholders.
- Assists the Project coordinator in the Sub grants CDAs with the preparation of plans, reports and other administrative tasks, as required.

Application of knowledge required for the role, complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.
- Demonstrated capacity to solve challenging issues/concerns with collaborating project partners.

- High level of problem solving techniques with demonstrated capacity to coach teams to solve inter-personal conflicts and other operational challenges.
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:
Knowledge
- Bachelor degree in business studies, social science, SRH, HTP, or equivalent combination of education and work experience.
- 3-5 years of experience in development and/or humanitarian organizations.
- Expertise in SRH, HTP, FGM, livelihood development, and social inclusion will be an asset.
- Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with a diverse population is desirable.
- Sensitivity to cultural differences and the ability to work effectively with people of different cultural contexts.
- Effective team player, able to develop and maintain effective working relationships.
- Flexible, creative and problem solving-oriented.
- Competence with MS Office applications, including Word, Excel and Outlook.
Skills
- Fluency in English and Arabic and ability to effectively write reports.
- Proven skills in effective coordination, mentorship and working in multi-stakeholder collaborative environment.
- Problem solving, team working, conflict resolution, strong communication and planning skills.

2 Field Officers -FGM in Assiut & Sohag
1 Field officer – Education in Sohag
