PART 1 – CONSULTANCY DESCRIPTION

1. CONSULTANCY OVERVIEW

To conduct an end of project evaluation for the Ebola Recovery project on Promoting Access to Resources for the most vulnerable. It is expected that this evaluation provides both accountability and learning opportunities. Accountability in terms of accounting for implemented activities, accepting responsibility for them, and disclosing the results in a transparent manner and taking learning from those actions as well. In terms of geographical scope, the evaluation will take place in selected sixteen communities within Gibi and Kakata districts, Margibi County, Liberia. The consultancy is for a period of 18 working days, starting on 2nd March 2020.

2. ORGANISATIONAL REQUIREMENTS

● The consultant(s) will, at all times, carry out their responsibilities with the utmost respect for the protection of children in accordance with Tearfund’s Child and Vulnerable Adult Safeguarding Policy

● To be committed to actively working and living in accordance with Tearfund’s Mission, Values and Christian beliefs.

● To Model a team culture characterised by a shared vision, commitment and mutual accountability that reflects Tearfund’s desired corporate culture being servant-hearted, Christ-like, agile, effective, and courageous

● To adhere to and monitor Tearfund Quality Standards, raise issues of concern where there are possible breaches of these Standards, knowingly or unknowingly, within the program.

● To participate in spiritual sessions of prayer and biblical reflection with staff, if applicable.

3. KEY RESPONSIBILITIES

● Design tools, including a detailed methodology for the evaluation

● Collaborate with Tearfund and partners staff to plan program evaluations

● Conduct desk review of all literature related to the project under evaluation

● Meet with relevant stakeholders

● Collect useful data through various means as defined by the detailed methodology

● Ensure the application of effective evaluation models, methods, and systems

● Analyse data collected as part of program evaluations and develop summary and detailed reports in accordance with Tearfund reporting formats for evaluation

● Document lessons learnt and make recommendations to influence the development of subsequent programmes

● Conduct final presentation, ensuring the participation of all relevant stakeholders to share findings from the evaluation

● Final submission of Evaluation reports, presentations and videos and photographs

PART 2 – PERSON SPECIFICATION

ESSENTIAL

QUALIFICATIONS

● A degree or equivalent in Agriculture and related subjects

Post-graduate qualification in Crop and Soil Sciences/Agronomy

EXPERIENCE

The applicant(s) must be national consultant(s) or consulting firm

● At least 5 years of demonstrated experience in conducting evaluations with references Experience in multi-methodological and interdisciplinary approaches and data collection and analysis techniques in evaluation of programmes

● Excellent skills in research, monitoring and evaluation of programmes

● Excellent track record in designing and conducting quantitative and qualitative research data analysis

● Ability to conduct high quality research, meet deadlines with timely and appropriate response to feedback

● A good understanding of Kakata and Gibi districts, Margibi County, Liberia

● Experience conducting end of project evaluation of Livelihoods programmes in Liberia

SKILLS/

ABILITIES

● Good facilitation skills, coordination, negotiation skills and oral and written communication in English (spoken local dialect encouraged)

● Familiarity with international quality and Code of conduct applied in Humanitarian work

● Very good interpersonal and negotiation skills

● Ability to work with children or vulnerable people in an appropriate and safe manner in accordance with Tearfund Child and vulnerable adults safeguarding policy

● Awareness of Gender, Development, Diversity and Inclusion issues

● Fluent in Local dialect in Margibi County

● Experience in setting up DMEAL systems

● Excellent presentation skills

● Awareness of gender and development issues

● Awareness of HIV/AIDS, SGBV and Peace-building issues

● Strong IT skills
