Position Summary: DT Global is implementing a contract supporting USAID programs in the MENA region. Under this contract, the Energy Specialist will support the USAID/Tunisia Mission.

The Energy Specialist will support USAID/Tunisia’s new energy project, which is aimed at improving the performance of the Tunisian state-owned electrical utility, diversifying and securing a reliable energy supply, promoting advanced energy systems, and engaging the private sector in the development and implementation of innovative solutions. More specifically, the Energy Specialist will:

  • Provide policy and technical advice on the constraints and opportunities for Tunisia’s energy sector development;
  • Review engineering documents for energy activities;
  • Monitor the progress of energy activities and verify that activities are completed in accordance with technical and quality standards; and,
  • Identify actual and potential problems related to design and energy activities and assist in resolving program issues.

Primary Responsibilities:

  • Provide professional advice to USAID/Tunisia on models for private sector participation, approaches to improving utility management and operations, and improvements to legal and regulatory frameworks.
  • Evaluate contractor work plans and provide written feedback on alternatives for improvement.
  • Review, evaluate, and make professional recommendations concerning the engineering feasibility of proposed energy activities and assess their environmental, social, and economic impact.
  • Assess the operation and maintenance requirements for proposed energy activities and ensure these requirements are reflected in technical and contractual documents.
  • Provide advice and written feedback on engineering feasibility, designs, and plans for energy activities. Evaluate final engineering documents, cost estimates, schedules, health and safety plans, quality control and assurance plans and equipment requirements, and provide written feedback and recommendations for improvement.
  • Conduct site visits to monitor the progress, quality, safety, and environmental compliance of energy engineering activities and prepare site visit reports to USAID with recommendations.
  • Submit ad-hoc and periodic status reports and briefings to USAID regarding progress and performance, challenges, and suggested corrective actions of USAID-funded energy activities.
  • Provide regular advice to USAID staff on alternate approaches to creatively resolve technical problems.
  • Verify the completion of works and recommend acceptance or rejection of the works to USAID as well as monitor and analyze related claims (if any).
  • Participate in project and activity implementation meetings and other technical USAID meetings as required.
  • Develop and maintain close relationships with public and private sector stakeholders and keep abreast of and report on developments in the energy sector.
  • Perform other duties as assigned necessary to achieve USAID’s energy portfolio goals.

Education & Minimum Qualifications:

  • A bachelor’s degree in Electrical, Power or Energy engineering is required.
  • A minimum of seven (7) years of progressively responsible experience in the energy sector is required. Demonstrated experience should be in at least one of the following areas: renewable energy development and grid integration; energy sector finance; energy efficiency and demand-side management models applicable to electricity supply systems; utility management and performance improvement; and policy and regulatory reforms to incentivize private sector investments in the energy sector.
  • Proven ability to work independently with minimal supervision or guidance is required.
  • Strong interpersonal skills are required to establish and maintain strong contacts with counterparts in the private sector as well as the Tunisian government.
  • Demonstrated ability to communicate complex issues in simple terms and to prepare required reports in proper format and language.
  • Fluency in both written and spoken English as well as Arabic and/or French are required.
