STANDARD MINIMUM QUALIFICATIONS

Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to ‘Professional Engineer’ or ‘Chartered Engineer’ status, or recognised equivalent by an appropriate national or international regulatory authority.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ) or Country Offices (COs). They report to the Division/Country Director or the designate, and are subject to overall normative and technical direction by the Chief Engineer, WFP Engineering in relation to all matters of engineering services and construction activities.

Job holders operate under the direct supervision of a more senior and experienced Engineer holding recognised accreditation as ‘Chartered Engineer’ or ‘Professional Engineer’. They are involved in day-to-day practical engineering activities and analytical work. Subject to the overall guidance, job holders complete assignments and provide advice on engineering issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of daily activities.

JOB PURPOSE

To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations.
  • Provide engineering and project management services, apply best practises, standards and innovative technologies that comply with WFP standards and processes.
  • Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility.
  • Prepare evidenced based recommendations for senior staff on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
  • Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
  • Provide technical guidance that support a successful construction procurement process.
  • Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
  • Support the capacity building of engineering staff to facilitate the continued development and high performance.
  • Establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations.
  • Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
  • Effectively design engineering projects with energy efficiency- embedding sustainability in WFP operations

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.

Goals and strategies

United Nations C-130 Hercules transports deliver food to the Rumbak region of Sudan.

The WFP unloads humanitarian aid at the Freeport of Monrovia during Joint Task Force Liberia.
