Overview of position:

  • Engineering unit has sixty seven (67) contracts in construction services, contracts for cleaning services waste disposal, hotel services. All these contracts require close monitoring for performance & compliance in line with the responsibilities assigned to the “Resident Contract Manager” highlighted below.

Contract development:

  • Implementation of the acquisition plan by identifying requirements that need SOW / TOR writing.
  • Reviewing the TOR / SOW for the requirements to ensure the document is well written fit to for procurement process.
  • Providing guidance on technical evaluation of proposals / offers.
  • Reviewing draft contracts to ensure terms & conditions are enforceable.
  • Providing any clarification during the solicitation process prior to contract award.
  • RCM to participate to the bidders’ conference.
  • Participation to site visit is optional.

Contract implementation:

  • Coordinating convening of kick off meeting with procurement & other offices involved in the contracting process.
  • Ensure minutes of the kick off meeting is prepared & approved by all parties.
  • Ensuring preparation of mobilization plan / checklist in collaboration with the Project Managers.
  • Preparing contract implementation checklist identifying deliverables & milestones.
  • Organizing monthly meetings with Project Managers for preliminary evaluation of contractor performance.
  • Ensuring contractual remedial action / KPIs are enforced as appropriately stipulated in the contract.
  • Organizing & chairing regular contractor performance evaluation meetings.
  • Ensuring vendor performance evaluation reports are completed in a timely fashion.
  • Ensuring potential disputes attributed to improper performance / misinterpretation of contractual expectation is resolved.
  • Ensuring prompt payments discounts are obtained, cost recovery for support services undertaken.
  • Preparing contract close out checklist / plan monitoring implementation, drafting & ensuring completion of close out draft reports.
  • Contract records management.

Staffing requirement:

  • According to the contract load of sixty seven (67) contracts, the activities contemplated within the function of contract managing are routine & unforeseen / circumstantial which must be addressed by the RCM.
  • Therefore, for the RCM to be efficient & achieve the effectiveness intended during contracting process adequate staffing is paramount.
  • In this regard for planning purposes Engineering & Facilities Management Section needs support personnel to assign / distribute the contracts for adequate monitoring of implementation by undertaking the activities.
  • Envisaged proposed one (01) additional competent person with the required skills to execute the mentioned tasks.

Project reporting:

  • This role reports to the Project Manager.

Education:

  • Relevant to the role.

Experience:

  • Relevant to the role.

Languages:

  • Must be fluent in English & fluency in French is desirable.

Team management:

  • This role has no team management responsibility.
