Scope

The Position mainly involves undertaking rapid Environmental Health (EH) needs assessments and implementing emergency WASH response. The EHO will be based in Bule-Hora Town, West Guji Zone of Oromia Region and Omo-Rate Town, Dassenech Woreda, South Omo Zone can be deployed to other emerging emergency areas localities) of the country program whenever need.

Major key Responsibilities:

  • Undertake detail, precise, and brief need assessment report.
  • Identify potential water supply schemes to rehabilitate and maintain.
  • Conduct rapid and detailed project assessment, prepare engineering designs, prepare detailed bills of quantities, prepare budget estimates in the emergency projects throughout the country, and forward to the supervisor for review.
  • Prepare clear and detailed specifications for items to be procured and ensure its procurements are as per set specifications.
  • Prepare takeoff-sheet for the best quality and quantity constructed WASH facilities and prepare payment for contractors as well as skilled labor.
  • Prepares detail Environmental Health physical & financial implementation plan for emerging emergency responses.
  • Source and monitor labor required for the implementation of emergency response interventions and ensure the accurate implementation of the same as per standards.
  • Follow the progress and implementation of subcontracted emergency response intervention as per the contract.
  • Identify, establish, and follow-up water trucking and water treatment sites.
  • Works closely with, Zone/Woreda Water and Health Offices towards the coordinated, optimum, and efficient process of the response.
  • Works in collaboration with IRC Hygiene Promotion Officers in the promotion of safe hygiene practices in Emergency responses which include Health Promotion activities.
  • Produces activity progress reports as per the preset reporting schedule and submit to the supervisor and Emergency Rapid Response Manager.
  • Prepare brief emergency-related monthly updates.
  • Takes additional works as assigned by the supervisor.

Job Requirements

  • At least 3 years of validated experience for first-degree holders in Water resource or Hydraulics Engineering and 2 years for Post plus graduate holders with community mobilization activities in the field and WASH experience
  • Confirmed practical work experience in construction/rehabilitation of rural water supply systems especially in spring development, plumbing, construction/maintenance of hand-dug wells, installation/repair of hand pumps is a must.
  • Experience in handling the construction and maintenance of large-scale motorized schemes specifically deep boreholes has added value.
  • Practical experience in leading labor and material at the construction site.
  • Knowledge of SPHERE standard and Project Cycle management is an asset.
  • Experience in engineering software’s like AutoCAD and basic computer skill has value.
  • Flexible and committed to work under tight condition.
  • Having valuable experience to work with government partners and structures is relevant.
  • Experience in budget management, Ability to use a computer (basic operating systems, AUTOCAD, WATCAD, EPHANET).
  • Demonstrated experience in supervising construction works especially water supply schemes is highly required.

Experience in NGO will be an asset.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
