The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Galmudug, Puntland and Southwest regions) and Banadir implementing interventions in the areas of livelihood, WASH, Governance, and peacebuilding, GBV, Nutrition, education and health reaching out to more than 200,000 conflict and drought affected people.

JOB OVERVIEW.

The ERD assistant will work under the direct supervision of the ERD officer. ERD assistant is the field-level position for ERD programming. The assistant position will spend most of his/her time in the field, identifying target communities, establishing relationships with community leaders, overseeing field-level operations, such as the delivery of materials, registration of complaints, payment to beneficiaries and generally over planning, implementation, monitoring and reporting of ERD programs.

KEY RESPONSIBILITIES

  • Under the supervision of the ERD officer, undertake the timely implementation of all ERD related activities of IRC ‘s livelihoods programs.
  • Assist the ERD officer in conducting field-based needs assessments and in the implementation, monitoring and reporting of the pastoral livelihood programs in Puntland or other field offices.
  • To assist in selecting communities/villages that IRC intends to work with the help of community elders and local authorities to ensure smooth running of IRC activities in terms of security, accessibility, collaboration and etc.
  • Provide timely reports of activity progress, monitoring visits and assessments as may be required from time to time.
  • Actively participate in community mobilization including organizing community meetings; beneficiary selection, liaise directly with communities, elders, and local authorities, as well as other agencies operational in Puntland, regularly to ensure coordination and effective implementation of activities.
  • Draft Monthly, Quarterly and Annual project progress reports and submit to the field officer highlighting progress of activities, challenges, and recommendations on way forward
  • Perform any other duties as may be assigned by the supervisor.

REQUIRED QUALIFICATIONS:

  • University degree in social sciences, agronomy, food security or other related subjects.
  • Demonstrated experience in community mobilization and training
  • At least 2-4 years’ experience working with pastoral communities preferably in Somalia.
  • Ability to multi-task and effectively handle stressful situations.
  • Excellent verbal and written communication skills (fluency in both English and Somali required).
  • Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
  • Proficiency in computer applications such as word processing, EXCEL spreadsheets, e-mail, etc.
  • Ability and willingness to work and travel throughout Somalia, particularly in Puntland.

REQUIRED COMPETENCIES:

  • Commitment, punctuality, proactive, a good team player, ability to work under difficult conditions in the field, trustworthy, honesty, etc
  • Computer skills data base knowledge essential
  • Proficient command of spoken and written English and Somalia
  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
  • Ability to communicate and negotiate effectively with communities and stakeholders

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
