BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refuguees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Scope:

Hygiene Promotion assistant is an emergency rapid response that mainly focuses to take immediate live-saving actions both in soft components and hardware parts targeting WASH responses in the IDP centers.

Responsibilities:

Major/key responsibilities.

This position reports to Hygiene Promotion Officer. This position manages a staff of: Environmental Health Agents, Solid waste collectors, Sanitation facility cleaners and other daily laborers.

  • Assis the HP officer in implementing all activities related to sanitation, hygiene promotion in IRC IDPs centers.
  • Recruit, train, manage and supervise IDP center Environmental Health Agents (EHAs), Solid waste collectors, and other daily labor workforces and WASH facility attendants.
  • Support the HP officer in designing and undertaking the quantitative and qualitative assessments to identify risky hygiene behaviors.
  • Coordinate in site location, mobilizing and educating the IDP to build latrines and waste management alternatives and promoting appropriate sanitation options at household, communal, and school settings in the camp and schools in local communities.
  • Plan and organize the distribution of emergency supplies to the community.
  • Conduct clients joint targeting, verification, and distribution of WASH and house NFIs distribution supplies.
  •  Mobilize the targeted communities for NFIs/ distribution, Hygiene awareness and facilitate the hygiene campaign with mobile van considering the COVID19 risk mitigation.
  •  Establish/implement Client feedback mechanism.
  • Monitor and supervise hygiene promotion activities like household and communal latrines utilization, solid and liquid waste management, hand washing, and safe water management at household level.
  • Initiate procurement to ensure adequate supplies for hygiene promotion activities.
  • Integrate with relevant partners (ARRA or other NGO’s and GO’s) in identifying and developing appropriate hygiene promotion messages for the IDP centers and local community.
  • Facilitate in the selection, designing, pre-testing, developing, dissemination and evaluation of appropriate hygiene educational materials for effective hygiene promotion program in the camp.
  • Facilitate in organizing EH hygiene promotion trainings and workshops for the environmental health agents and latrine attendants and other partners (women groups, health agents, water committee, etc. in the IDP center and coordinate in preparation and organizing all the required training materials
  • Support in promoting practical refugee participatory approaches and effective hygiene education techniques for enhancing hygienic behavior and sanitation.
  • Assist in providing consultation and technical assistance in EH program regarding to water quality and safe water management in the IDP centers.
  • Participate on meetings regarding EH hygiene promotion/sanitation as advised by the supervisor.
  • Facilitate in documenting Environmental health related data and keep records on activities of hygiene promotion and sanitation.
  • Design. Prepare, disseminate IEC/BCC materials.
  • Prepare monthly reports and submit to the supervisors on the work progress of hygiene promotion and sanitation activities.
  • Document and share lessons learned and success stories in relation to hygiene promotion.
  • Participate in other emergency response WASH activities as assigned by the supervisor.

Job Requirements

·         BSc degree or Diploma in environmental health, sanitary engineering, or relevant field.

·         Have technical background and knowledge in environmental health and demonstrated work experience in designing and implementing sanitation and hygiene promotion/hygiene education programs.

·         At least 1years experience for BSc Degree or 3 years experiences for Diploma on managing sanitation and Hygiene promotion programs; NGO experience is advantageous.

·         Knowledge and experience in excreta disposal, solid waste, hygiene promotion and vector control activities

·         Excellent interpersonal, organizational and time management skills.

·         Capable of training refugee groups and motivating community support.

·         Operational knowledge of Microsoft Office software.

·         Experience in participatory techniques and community mobilization.

·         Positive and professional attitude, able to organize, maintain and prioritize work under pressure and able to work in an insecure environment.

·         Fluency in English (Oral and Written); Tigrigna language is a plus advantage for the position.

The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
