WFP IN NAMIBIA
In Namibia, WFP provides technical assistance to enhance the Government’s capacity to manage and implement emergency relief programmes, urban food assistance programmes, including technical advice on supply chain management and the creation of a unified national system for beneficiary identification and registration, to avoid possible gaps or overlaps. WFP assistance is provided though the Country Strategic plan (2017-2022). This country strategic plan is aligned with the Government’s priorities, focusing on enhanced upper-tier technical assistance and knowledge transfer that is demand-driven and directed towards two strategic outcomes:
- Strategic outcome 1: Vulnerable populations in Namibia are enabled to meet their food and nutrition needs throughout the year.
- Strategic outcome 2: Government policy dialogue and programme design in Namibia are informed by enhanced evidence and knowledge of hunger issues throughout the National Development Plan 5 period.
The country strategic plan consolidates WFP’s role as a technical partner to the Government of Namibia with a view to facilitating the development and transfer of knowledge and maintaining capacities to supplement government food security and nutrition programmes
JOB PURPOSE
WFP Namibia Country office is looking for an experienced consultant in capacity strengthening to participate in the evaluation of the Namibia National School Feeding Programme (NSFP). The evaluation is jointly commissioned by the Ministry of Education, Arts and Culture and the UN World Food Programme in Namibia and will cover the period June 2012 to May 2018. The evaluation coincides with the completion of 5-year school feeding roadmap (2012-2017) and the completion of the current Technical Assistance (TA) agreement between WFP and the MoEAC that ended on 31 May 2018. It is also aligned with the start of the implementation of the WFP Namibia Country Strategic Plan (CSP 2017-2022). The 2012-2017 School feeding roadmap articulates key action areas to be under-taken by various stakeholders to strengthen the implementation of the Namibian School Feeding Programme (NSFP). The NSFP is fully funded by the Government of Namibia and is implemented in all 14 regions of the country and currently reaches over 330,000 learners (boys and girls) in 1,400 public primary schools.
The purpose of these TOR is to provide the capacity strengthening evaluator with a clear outline of his/her role in the evaluation process and the expected deliverables. The TOR for the evaluation provides comprehensive information about the evaluation and the overall approach.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Evaluation Team leader, the evaluator will:
- Contribute to the design of the evaluation approach and methodology
- Implement the evaluation from inception up to dissemination, focusing on capacity strengthening aspects of the evaluation
- Draft inception report inputs using the WFP template and submit to the evaluation team leader for consolidation
- Revise the inception report based on feedback from the Quality Support Service (QS) to produce 2nd draft;
- Finalise the inception report based on comments from stakeholders
- Participate in the field work (data collection) as per the design of the evaluation in the inception report
- Participate in the debriefing of stakeholders on preliminary findings at the end of the field work
- Draft evaluation report inputs using the WFP template and submit to the leader for consolidation
- Revise the evaluation report based on feedback from quality support services to produce draft 2 which will be circulated to stakeholders for comments
- Finalise the evaluation report
