Evaluation Consultant: Implementation of the CRPD with Women with Disabilities in Kenya and Uganda 162 views0 applications

SITE Enterprise Promotion (SITE EP) is a Kenyan not-for-profit development organisation, whose goal is the promotion of employment opportunities and economic growth among smallscale producers and enterprises. SITE is the lead partner for this contract with the European Instrument for Democracy and Human Rights (EIDHR). The project aims to strengthen the implementation of the UN Convention on the Rights of Persons with Disabilities (CPRD) with disabled women in Kenya and Uganda, with a focus on Articles 6 and 27. The project is in partnership with APT Action on Poverty, the Kenya Union of the Blind (KUB) and the National Union on Women with Disabilities in Uganda (NUWODU).

Overall objective: To improve the implementation of the CRPD to promote the full and equal enjoyment of all human rights by women living with disabilities in Kenya and Uganda. Specific interim objectives are (i) to integrate disability into wider human rights work, with specific reference to rights in accessing the services and resources to secure livelihoods, enterprise and employment for women and (ii) to build capacity of duty bearers for more effective implementation of the CRPD in selected counties with relevant centralised support. The primary beneficiaries are 51,135 women with disabilities (WWD) in Kenya and 21,516 WWD in Uganda.

Four key results (outputs) are:

Output 1 Effective collaboration and joint programmes/campaigns established between DPOs, human rights and other institutions to secure greater awareness of CPRD issues and inclusion of WWD:

Output 2 Improved capacity of county level duty bearers to implement the CRPD relating to WWDs, including the new National Action Plan (Uganda) and County Disability Acts (Kenya).

Output 3 WWD have improved access to government services, programmes and resources.

Output 4 Proven model for county level CRPD implementation including improved monitoring and data segregation.

A final evaluation, to be participatory and inclusive of all stakeholders is scheduled for the final stages of the project. The final evaluation provides an opportunity to assess how well the project has met its outcomes, indicators and targets; to identify key factors that have enhanced and/or inhibited this and whether and how the project adapted to this; assess overall performance in terms of relevance, effectiveness, efficiency and sustainability; and to identify key learning and recommendations for all partners that may have a wider application in other projects.

Timeframe: The evaluation will be expected to commence by mid November 2021 and will be completed by 15th December 2021.

SKILLS AND QUALIFICATIONS OF THE CONSULTANT

The consultancy shall be carried out by a team that includes researchers who shall have the following skills and competencies (please also refer to the TOR):

• At least a Master’s Degree in Social Sciences, Development Studies or Economics

• Proven experience in undertaking evaluation studies.

• Good understanding of the disability movement and changing environment, rights and rights-based approaches with demonstrated practical working experience and evaluations in such environments.

• Conversant with application of cross cutting themes such as human rights, gender mainstreaming, and gender competence, M&E, and Advocacy

• Excellent analytical and report writing skills with skills in using statistical packages.
