The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

Assignment Details

Within the delegated authority and under the supervision of the UNICEF Regional Adviser for Evaluation or his/her designated mandated representative(s), the UN Volunteer Evaluation Specialist will:

1. Assist with conducting and/or managing and evaluations that are impartial, independent, credible and meet professional standards.

  • Assist with WCARO’s day-to-day management of evaluation processes;
  • Assist in evaluation planning including preparation of Evaluation Terms of Reference (this would include constant communication with Country Office M&E and sectoral staff in the region);
  • Provide scheduling and logistical support for individual evaluations and evaluation field visits;
  • Support evaluations conducted by staff members and consultants;
  • Apply quantitative and qualitative data collection and analysis tools, techniques and approaches;
  • Review and assure the quality of documents: Evaluation terms of references (ToR), inception or draft final reports, shared by WCARO COs or RO sections;
  • Ensure full compliance of evaluation outputs the principles outlined in the UNEG ‘Ethical Guidelines for Evaluation’ and the UNEG Code of Conduct for Evaluation in the UN System (both documents can be found at the following link: http://www.uneval.org/search/index.jsp?q=ethical+guidelines).
  • Ensure full compliance of evaluation outputs with UNICEF Ethical standards and GEROS guidelines;
  • Collate all comments received on draft inception and evaluation report in a matrix and follow up to ensure that the evaluation team address all of them or provides a rationale if any comments are not addressed;
  • Facilitate/support the development of a management response and dissemination of the evaluation report and its findings with all evaluation stakeholders, based on the Regional Evaluation Advisers’ instructions;
  • Ensure a high level of communication with the Country Office management throughout the entire process.

2. Contribute to the visualization of evaluation findings and conclusions towards better dissemination and use

  • Summarize the results of evaluation products submitted to UNICEF RO (e.g. inception or draft final reports, final reports, evaluation synthesis, etc…) by WCARO COs or RO sections (this would include the development of one or two-pagers;
  • Develop infographics that could summarize key evaluation findings and conclusions in a visually appealing fashion.

3. Contribute to ensuring that that evaluation findings and recommendations are followed up.**

  • Assist in the monitoring of UNICEF Country Office and Regional Office management responses to evaluations;
  • Assist in the organization of meetings, recommendation validation workshops and other discussion fora to discuss the importance and usefulness of evaluation results.
  • Undertake knowledge management activities in support to the evaluation function, based on the Regional Evaluation Adviser’s instructions.

4. When needed, contribute to ongoing evaluation assignments commissioned by either the UNICEF Regional Office or one of the 24 country offices in the region.**

  • Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting ApplicationContribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN VolunteersPromote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
