ROLE PURPOSE
DRC is experiencing its largest ever Ebola outbreak and the second largest outbreak globally. As of 23rd Jan 650 confirmed cases had been identified with a 58% case fatality rate. Despite a fully mobilized international response, the environment of the outbreak has proven too challenging to contain. Of the confirmed cases only 30% have known contact. The Area is highly insecure with regular fighting between various armed groups resulting in the destruction of treatment and triage centres as well as other humanitarian aid infrastructure.

Given the proximity to neighbouring countries a full scale preparedness response is scaling up in South Sudan, Uganda and Rwanda. Save the Children International (SCI) are positioned at the forefront of the preparedness efforts in South Sudan and having been identified by two donors to lead an Ebola Virus Disease (EVD) consortium. Responding to the call, Save the Children (Lead), Concern, Goal and Internews have come together and formed a consortium to support and strengthen the resilience of local communities, health workers and health facilities against a potential outbreak of EVD in South Sudan. To accomplish its leadership and technical roles, the SCI country office (CO) require a Team Leader experienced in EVD response to immediately take control of the preparedness programming, lead on the development, contextualization and / or roll out of Ebola spec ific programming standards and adaptations; and provide leadership to the consortium efforts and enhance the organisations strategic positioning. Should an outbreak of EVD occur in South Sudan, the roles and responsibilities of the position holder may transition into an Ebola response.

SKILLS & QUALIFICATIONS

Essential
* Masters degree in public health, clinical medicine or social sciences field with experience and expertise in related area of work
* At least on year previous experience of operating, managing teams and delivering programming in an EVD outbreak
* Experience of working within a senior management role and within a complex country programme in an emergency response or fragile state setting
* Experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of GBP 5m+ in a first phase response at regional or country level
* Multi-site security management in insecure environments
* Experience of international level representation with key stakeholders, and co-ordination with other NGOs/UN
* Experience of international media representation and advocacy
* Experience of M&E and beneficiary accountability systems in large complex programmes
* Experience of developing and negotiating successful partnerships with institutional donors
* Proven ability to influence change at an operational and strategic level
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
* Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
* A high level of written and spoken English
* Good communications skills, ability to communicate ideas clearly to various groups of audience

Desirable
* Previous experience of working in South Sudan.
* Knowledge of local language or Arabic is an asset.

Contract length: Minimum 6 months
