Objectives and responsibilities of the position

The objective of this consultancy is to produce a feasibility study that will provide relevant information to WHH DRC to assist in the development of a project aimed at supporting the livelihood of communities affected by the EVD epidemic in North Kivu. The strategy proposed by this study should lead to the drafting of a proposal that will put in place early recovery (livelihood) measures for affected communities to improve their resilience against shocks in a sustainable manner. This project will be proposed to USAID/OFDA.

Your most important duties are as follows:

  • Collect data on the current situation (impacts of the EVD on the livelihoods of those affected
  • Gather all information on livelihood development needs in the region affected by the EVD
  • Produce a feasibility study report on the context and needs observed
  • Produce a project proposal that specifies the objectives, results, programme activities and their indicators, and also includes the necessary resources and the institutional structure required for its implementation
  • Produce a project logframe and a cost estimate

Your qualifications will include:

To be considered for this position you must submit the following documents or give evidence of the following criteria:

  • A bachelor’s degree in economics, development, public health, agriculture, value chain development or a related field
  • 3-5 years experience in the field of livelihood strengthening
  • A minimum of 2 years experience with USAID/OFDA is required
  • At least 3 years experience with elaborating feasibility studies on different contexts
  • At least 1 year experience working in the DRC, in particular in North Kivu, is highly desirable
  • Proof of professional registration and taxation (if applicable)
  • Excellent spoken and written English language skills; knowledge of Swahili or French would be an asset

Your requirements will include:

  • Financial offer, budget incl. fees/honorarium per working day, travel costs, accommodation, per diems all as a lump-sum
  • Financial offer in Euros detailing costs for the assignment, broken down into reimbursable and miscellaneous costs for a maximum of 20 days with budget of no more than 10.000 euros
  • Technical offer detailing a brief methodology for performing the services based on TOR; workplan, and a summary of your experience in similar assignments. The methodology shall be evaluated and weighted based on its clarity, completeness, fulfillment of the TOR requirements, methods proposed and workplan of not more 20 days for the assignment (max. 1-page ½)

Compliance with the criteria above is obligatory. The Bidder with the highest score received in evaluation of the methodology will be considered as first ranked and invited for pre-award discussions. Draft contract can be awarded upon request.
