Médecins du Monde in Ethiopia

MDM has been working in the country since 1986. Presently MDM runs 2 projects:

  • In the Afar region, MDM through a holistic and partnership-based approach, provide medical cares to sex workers.
  • In Somali region, MDM is implementing several health activities in and around the village of Gerbo, Somali Region, focusing on SRH, BEmONC and prevention of epidemics, whereas a local partner NGO is focusing on Nutrition and WASH activities.

MDM has been also very active in supporting health authorities about the COVID19 response in Somali, Afar regions but also in Addis Ababa.

Presently, MDM is concerned about the situation in the Oromia region. Indeed, according the 2020 Humanitarian Overview report, the highest number of people in need are in the Oromia region (3,3 million, 10 % of Oromia’s population). About 600 000 persons has been internally displaced(IDP) due to conflicts but also natural hazards (mainly drought). The health system has been disrupted by violence and is not always in capacity to respond. The major burden of disease among the population include, communicable and vector transmitted diseases. Most reported diseases amongst IDPs are diarrhoea, pneumonia and untreated wounds. Access to health services is suboptimal due to limited healthcare facilities, limited staff, and inadequate medical supplies available public facilities.

For these reasons, MDM has decided to launch an exploratory mission in the Oromia region in order to better understand the situation with the ambition to develop a new health intervention in the coming months.

Essential Duties and responsibilities

Main responsibilities:

The exploratory mission medical focal point will have the responsibility to carry out the need assessment of the Oromia population, and propose a medical intervention in line with primary health care.

The medical response will have to be gender sensitive and with a strong focus on strengthening the health system.

Missions / roles

Assess:

  •  Main burden of disease among the population, with special attention to IDP needs, this will be done through:
    • Desk Review,
    • collection of secondary and primary sociodemographic and sanitary data.
    • Development/adaptation of specific data collection tools in coordination with team leader/coordination>> checklist, FGD grids, KII…
    • Perform data entry and analysis
  • Health services available in the visited health facilities for the population (specially IDPs) and potential health barriers, including sociocultural, economical, geographical, gender barriers.
  • Need of small rehabilitations (including wash), equipment / materials, in close concertation with the log/security focal point of the exploratory team.
  • Health intervention carried out by other humanitarian actors and gaps.

Define the health intervention strategy for MDM. More precisely:

  • The added value for MDM F, considering the needs, the intervention of other actors and potential evolution of the humanitarian context.
  • The potential areas of intervention (health structures, including in camps) as well as the content and operational modalities.
  • Potential synergies with other actors already intervening in the area.
  • The medical team to be recruited as well as profile, resources, that are necessary for MDM response.
  • She/he will actively contribute to the writing of the intervention proposal narrative, budget (medical component) and organigram.

Job Requirements

Expected profile

University background and experience

  • Doctor, nurse or midwife, (at least 5y working experience)
  • Proved experience in public health (ideally 2y or more experience): leading qualitative and quantitative data collections, data analysis.
  • Previous experience in carrying out field need assessment (preferably in line with primary health care) is mandatory.
  • Previous experience in managing health project, particularly in line with primary health care is mandatory.
  • Good understanding of project cycle, project programming is mandatory.
  • Experience at coordination level is an asset.
  • Experience in crisis / conflict environment is an asset.
  • Excellent communication skills, including writing report / proposal.
  • Capacity to represent MDM with medical authorities but also other stakeholders (ex: community leaders, health structure manager).
  • Analytic and synthetic mind.
  • Language: English. Local languages are mandatory: Oromia, Amharic.

Social skills

  • Diplomacy and patience.
  • Methodological and organizational capacities.
  • Autonomy, and problem solving oriented.
  • Skills and team spirit.
  • Culturally sensitive and capacity to adjust to multicultural team.

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
