Background
FHI 360 is responding to the displacement and humanitarian needs in northern Mozambique by providing lifesaving support for communities affected by insecurity, conflict, and displacement in Cabo Delgado province by delivering essential health, nutrition, water, sanitation, and hygiene (WASH), and protection assistance. FHI 360 works closely with the government authorities and local health officials to implement community-level programming which seeks to improve the health and well-being of conflict-affected populations in Cabo Delgado province, targeting vulnerable populations—including women and girls, unaccompanied and separated children, persons with disability, and internally displaced persons (IDPs) in Metuge and Ancuabe districts. With funding from the Bureau for Humanitarian Assistance, FHI 360 has implemented programming in the region since 2019.
Scope of Work
FHI 360 is seeking a consultant to lead a final evaluation for FHI 360’s Integrated Response for Affected Mozambique Populations (IRAMP) in Cabo Delgado to assess how effective the program was at meeting its overall objective. The consultant will oversee all data collection and analysis activities, train data enumerators, perform checks on collected data, coordinate the data analysis process, lead the report writing, manage the evaluation process, and facilitate a reflection workshop on the evaluation findings and lessons learned.
Specifically, the evaluation will seek to answer the following questions:
- Were the IRAMP project activities (Health, Nutrition, WASH, and protection) tailored to address the needs and priorities of the program participants? Were they appropriate for meeting the needs of the affected populations and which part of the IRAMP humanitarian assistance was most appropriate and why? To what extent was the community involved in the design or implementation of the IRAMP project?
- How were risks to program participants mitigated during interventions?
- To what extent did FHI 360 achieve its purpose for the IRAMP project through the integrated services? What were the biggest obstacles/challenges faced in achieving the purpose of the intervention, and how were they managed?
- Which IRAMP project activities were the most effective & efficient or least effective & efficient, and why?
- How have IRAMP activities impacted different proportions of the community? Did IRAMP impact men and women differently and how so?
- Which group of program participants benefited most from IRAMP assistance, how, and why?
- Did IRAMP consider the different needs appropriately of men and women, children, adults, the elderly, and the disabled? What, if any, changes should IRAMP make to the response to be more appropriate and relevant in the future?
- What has been IRAMP’s most significant success in coordination and its biggest gaps? How can FHI 360 help to improve coordination in the future?
- What general lessons can be drawn from the IRAMP project for future responses?
- What innovative approaches were integrated into the project implementation to manage experienced challenges? How were these led or adopted by the community? Which ones are related to the prevention or mitigation of COVID-19?
The consultant(s) will provide a short supplementary paper to show the work carried out, including a list of people interviewed or met, the summary records and dates of the meetings held, a soft copy of all the raw data, photographs and the consultants’ observations and recommendations. The final report and the supplementary report combined shall be submitted to FHI 360 at the same time not later than 10 days after the final review of the draft report. Each of the final documents shall be submitted in 2 copies and in electronic form. The final evaluation reports should be presented in the following format:

Location of Work: Metuge and Ancuabe districts, Cabo Delgado, Mozambique
Travel: Applicants should possess the ability and willingness to travel to FHI 360 field sites within the period of performance. Travel (M&IE) and accommodations are provided.
Qualifications
The consultant should have/possess the following qualifications:
- Graduate degree in public health, Water or Development Studies or related field (public health, sociology, water and sanitation, social work), relevant humanitarian/development field.
- At least five years’ experience in leading research, monitoring, and evaluation fieldwork (data collection, validation, entry, evaluations, and analysis).
- Experience in leading teams in the field (training, field logistics, human relations, teamwork).
- Prior experience with Health, Nutrition, Protection, and WASH projects in a complex emergency setting (in Mozambique or elsewhere).
- Excellent writing and communication skills in English, with publication record (in any language) or proven document of similar reports produced for other organizations in one discipline related to assignment.
- Good knowledge of social and humanitarian issues in Mozambique/Southern Africa.
- Demonstrable ability and experience in working with internally displaced peoples (IDPs).
- Demonstrable ability to facilitate and negotiate effectively.
- In addition, the incumbent should be willing and able to work under a tight timeframe.
Evaluation Criteria: Proposals will be evaluated based on technical proposal, experience of the key personnel, and financial budget.

- COVID-19: The selected Consultant must be fully vaccinated against COVID-19 (2 weeks after 2nd dose of a 2-dose series or 2 weeks after a single dose vaccine) in order to enter FHI 360 US offices or travel to, from, or within the US on FHI 360’s behalf. Selected consultant shall be required to comply with all Covid-19 safety protocols implemented by FHI 360. Covid-19 provisions may change at any time and without advance notice.
- FHI 360 may perform a background check on any selected Consultant candidates.
- FHI 360 may cancel the solicitation and not award
- FHI 360 may reject any or all responses received
- Issuance of the solicitation does not constitute an award commitment by FHI 360
- FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions
- FHI 360 will not compensate any offeror for responding to solicitation
- FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion
- FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities
- FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition

FHI 360 considers Cabo Delgado a high-risk location. Consultant should research the location prior to submitting their application.

Required Documentation: Proposals must include the following components:
- Technical proposal, which should include the survey field protocol detailing how the firm/consultant is going to undertake all the activities highlighted in this TOR
- One page CV of up to two key personnel of the consultancy
- Cover Letter
- Financial budget with an explanation of each line item
- A brief outline of at least three previously completed engagements of a similar nature, showing how the assignments were identical to this one and what the outcomes were. Include one contact person for reference for each project.
